Based at IUCN Office in Lao PDR, the Technical Officer, under the guidance of Head of Office and Senior Programme Officer, Species/Programme Coordinator will provide technical inputs, coordinate, and implement project activities and reporting in accordance with yearly workplans. The position’s responsibilities include, but are not limited to:
Project Coordination and Delivery:
- Provide technical input and coordinate project implementation in line with prepared work plans and budgets.
- Work closely with grantees, National Advisory Committee (NAC) members, and government partners institutions, as well with external consultants as required to implement project activities.
- Document and maintain records of all grantees and stakeholder engagement activities.
- Provide implementation support to project partners where required.
- Identify and develop opportunities for partnerships with local stakeholders to meet project outcomes.
- Facilitate and assist visits by donors, government officials and consultants as needed.
- Organize and lead meetings with local project partners and stakeholders.
- Ensure that lessons learnt in relevant projects are documented and internalized in the current and future work of the projects and IUCN Lao PDR.
- Ensure strong links between communications/knowledge management and programme coordination and delivery.
- As necessary, act as a primary representative of IUCN Lao PDR for identified projects.
- Translating project outputs from English to Lao and vice versa as required.
Project Planning, Monitoring and Reporting:
- Prepare project work plans and budgets for project activities
- Manage project funds for activities as required and taking responsibility for expenditures of project funds and reporting field expenditures.
- Prepare progress reports, and coordinate with the relevant finance units to prepare financial reports for internal and external audiences.
Capacity Development:
- Identify needs for technical support and recommend to the Head of Office on how these may be met.
- Undertake specific capacity building measures and exercises (training, mentoring, facilitating) as necessary.
Other Duties:
- Carry out other relevant tasks assigned by, and mutually agreed with, the line manager.
Requirements:
- Bachelor’s degree or higher in conservation biology, natural resources management, environmental sciences, forestry, international development or a relevant field.
- Minimum of 5 years of relevant experience in coordinating and implementing international development projects in partnership with the Government of Lao PDR.
- Familiarity with grant making processes.
- Competence in inclusive approaches to stakeholder engagement.
- Understanding of the institutional and governance structures of Lao PDR.
- Capable of drafting technical reports and communication materials.
- Adept at monitoring and evaluating activities.
- Willing and able to undertake extended periods of field-based activities.
- Fluent in English and Lao.
- Proficient in using computer software applications such as Word, PowerPoint, Excel, and email.
