Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.The Rapid Transit Sponsor Office is hiring a Project Sponsor to provide leadership in the delivery of Bus Rapid Transit and GO Bus projects. The Project Sponsor will produce comprehensive and cohesive strategic plans, support project/program workstream interfaces, advise on stakeholder engagement, and collaborate closely with subject matter experts in developing recommendations to senior leadership that align with corporate priorities.   • Provides leadership and guidance in leading and implementing comprehensive and cohesive strategic plans, project/program interface workstreams, stakeholder engagement and positive collaboration, partnerships and consultation strategies
  • Supports projects/program workstreams through management of cross-functional working teams of technical, commercial, planning, sponsorship, and other supporting staff.
  • Works in close collaboration with the Senior Manager in the identification of opportunities and roadblocks; applies political acuity and relationship management to ensure risks are detected, assessed, and resolved; monitors development and implementation of mitigation plans to maximize opportunities.
  • Builds and maintains networks within and outside Metrolinx to foster and coordinate new initiatives, develop partnerships, educate, inform, and strengthen strategic policy plans, transportation planning, project planning, and project development and strategic/technical interface management activities including:
  • Facilitating partnerships and development of workplans to advance specific project and program objectives such as integrated mobility and enhanced data visualization.
  • Negotiating and/or recommending methods or tactics that will further entities’ and corporate interrelated objectives.
  • Acts as a resource to provide consultation and direction to colleagues and external stakeholders/contacts to identify programs which can be aligned for mutual benefit; identifies current and impending policy, and regulatory, operational, and commercial issues.
  • Acts as a senior lead while developing and sustaining working relationships with senior management, decision-makers, and external stakeholders to inform, discuss, interpret, and facilitate agreements for technical and planning issues and opportunities; prepares responses for the public, ministries, agencies, municipalities and other stakeholders and organizations.
  • Develops and maintains an understanding of diverse stakeholder agendas and creates positive working relationships to establish mutually beneficial opportunities, discusses technical and policy related issues, and fosters collaboration with diverse stakeholders to mitigate risks.
  • Interprets stakeholder and customer feedback into directive actions and responds to escalated issues and concerns.
  • Develops, recommends, and implements policies, internal processes, and external services for improved partnership, integration, efficiency and alignment overall corporate vision, goals and values.
  • Assists the project/program sponsorship leadership to plan Metrolinx’s financial and program resources.
  • Plays a key role in developing strategies and material with support from other functional departments for meetings with First Nations and communities.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Urban Planning, Engineering, Architecture, or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Demonstrated senior leadership experience with developing and delivering capital/operations/planning/policy development in the transportation/railway industry or other infrastructure sectors.
  • At least one of the following would be an asset: Project Management Professional (PMP) licensed by Project Management Institute (PMI), Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO), Registered Professional Planner (RPP) designation recognized by the Ontario Professional Planners Institute (OPPI), or comparable professional designation.
  • Leadership skills and experience working on capital planning projects and initiatives in the transportation or other public sector industry and knowledge of theories, principles and practices of program and project planning and implementation.
  • Knowledge of the public sector procurement process and knowledge of/experience working with and leveraging alternative procurement models and providing review and feedback to key partners and stakeholders to ensure P&P initiatives and project interests are met.
  • Theories, principles and practices of transit planning, land-use planning and the role of infrastructure in supporting the development of an urban region
  • Experience planning departmental and project budgets, and monitoring budget adherence
  • Project management principles and practices, including budget and schedule controls, to manage cross functional teams and consultants engaged in simultaneous projects (e.g. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives Procurement, vendor and contract management, interpersonal, and negotiation skills to negotiate with and manage vendor relationships
  • Research and analytical skills to manage evidence-based technical planning, design, and engineering studies
  • Leadership skills and facilitation, including interpersonal, negotiation, and consensus building, coupled with the ability to provide guidance to a diverse group of specialists, technical staff and project consultants to accomplish the goals within established scope, schedule and budget
  • Oral/written/presentation communication skills to act as an advisor and to develop and sustain working relationships with senior management and decision-makers, external stakeholders, and the public
  • Knowledge of government policy and program development processes to participate fully in developing or vetting major policy initiatives submitted for senior level approval
  • Interpersonal and oral/written/presentation skills to communicate proposed policies and solutions through a variety of formats to several different audiences
