  • 30% Provides journey level work in a professional capacity performing complex, specialized duties in human resources administration activities regarding hiring.
  • 20% Serving as a certified structured interviewer, utilizes standardized hiring criteria and questionnaires to interview candidates for position.
  • 20% Serves as a professional resource to other agency staff on hiring efforts and coordination.
  • 15% Serves as a lead worker.
  • 5% Establishes and maintains effective working relationships with internal and external entities to further Illinois Department of Veterans Affairs (IDVA) hiring efforts with an emphasis on diversity, equity, and inclusion.
  • 5% Serves as backup to Recruitment Specialist conducting workshops and career fairs.
  • 5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college and two (2) years of professional human resources experience.

Preferred Qualifications

  • Two (2) years’ experience utilizing of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom, and departmental policies, procedures, and processes.
  • Two (2) years’ professional experience in a recruitment and hiring field, e.g., in the hiring process including filling of vacancies from notification of vacancy, posting, conducting interviews, candidate selection and clearances, calculating salaries, and completion of hiring documentation.
  • Two (2) years’ experience with collective bargaining contracts and their application to the filling of vacancies
  • Two (2) years’ utilizing personal computers and various electronic applications including the Microsoft Suite, Microsoft Teams, and IMSH or similar human resource applications.
  • Two (2) years’ experience writing correspondence and reports that contain conceptualizations, facts, and descriptive and quantitative inclusions.

Specialized Skills

  • Two (2) years’ experience utilizing of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom, and departmental policies, procedures, and processes.
  • Two (2) years’ professional experience in a recruitment and hiring field, e.g., in the hiring process including filling of vacancies from notification of vacancy, posting, conducting interviews, candidate selection and clearances, calculating salaries, and completion of hiring documentation.
  • Two (2) years’ experience with collective bargaining contracts and their application to the filling of vacancies

Conditions of Employment

  • Must become interview certified within two months of employment.
  • Requires ability to pass a background check.
  • Requires the ability to utilize office equipment, including personal computers.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition or employment, and you may be required to work overtime including scheduled, unscheduled, or last-minute overtime.
