POSITION OVERVIEW

We are seeking an experienced and dynamic Data Manager to lead the Office of Data Information Systems in collecting, managing, and reporting highly reliable and accurate student, program, and finance data. The ideal candidate will play a crucial role in overseeing data management strategies, processes, and reporting within the framework of OSDE’s data governance structure.

Please note: Prospective candidates should be aware that the responsibilities associated with this role require physical presence at the designated workplace in Oklahoma City, Oklahoma. Preference is given to applicants locally. Hybrid and Remote options are not preferred but may be evaluated.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in computer science, mathematics, statistics, management information systems, or related field dealing with quantitative data [official transcripts required upon hire];

  • Three (3) or more years of experience working with database applications development and/or providing user application support/training

  • Fluency in Structured Query Language (SQL) with an understanding of other programming languages for data science (e.g., Python, R, Java) and analysis tools (e.g., SPSS, Excel);

PREFERRED QUALIFICATIONS

Knowledge of the state’s Student Information System and/or experience working in a public school.

SPECIAL REQUIREMENTS

ESSENTIAL FUNCTIONS

  • Daily Oversight: Direct the daily efforts to ensure the OSDE collects highly reliable and accurate data from multiple sources and systems; Implement and enforce data governance standards in all data collections utilizing the School Interoperability Framework (SIF).

  • Data Management Strategies: Identify, document, and improve data management strategies, processes, and reporting; Collaborate with the Director of Data Interoperability and other stakeholders on district and state reports, adhering to state and federal data requirements.

  • Tiered Support Model: Serve as a tiered support resource for Superintendents and district personnel seeking assistance with data cleansing or interpretation; Resolve issues with reports or data collected by the OSDE, facilitating error resolution.

  • Team Leadership and Development: Facilitate goal creation and ensure clarity around office priorities. Mentor data analysts and data coordinators on district and state reports to continually improve team initiatives.

  • Collaboration and Communication: Communicate with internal stakeholders to resolve data needs and facilitate error resolution; Collaborate with the Director of Data Interoperability and other OSDE staff on district and state reports related to data requirements.

  • Documentation and Maintenance: Oversee the creation of technical documents and maintain the document repository; Maintain and improve the data dictionary, including metadata, for all Student Information System-related datasets.

  • Vendor Compliance and Evaluation:  Jointly develop and maintain a rubric for Student Information System (SIS) vendor reporting compliance and evaluation.

  • Reporting Requirements: Maintain and improve the LEA Reporting Requirements document.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Location:  Oliver Hodge Building, Oklahoma City, Oklahoma

  • Work is typically performed in a climate-controlled office setting with exposure to moderate noise. While performing the duties of the job, employee is frequently required to talk, stand, walk. This position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time;

  • Ability to stand, reach and bend 50% of the time;

  • Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, office telephone 75% of the time;

  • Ascends/descends stairs 25% of the time;

  • Communicate with others accurately and effectively 100%;

  • Ability to lift to 25 lbs.

TRAVEL

Less than 10% in-state/out-of-state travel may be required to conduct, facilitate, and/or attend meetings and trainings.
