Responsibilities As a INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) you will be responsible for the following duties: Serves as the Deputy Chief, Technology Management for National Background Investigation Services (NBIS), accomplishing a wide variety of duties that involve planning, executing, and coordination of agile activities. Collaborates across the NBIS Program Management Office (PMO) to connect teams and individuals, solve problems, build a culture of continuous improvement, and align towards a common goal. Develops and implements processes and procedures to enable NBIS Technology Management to operate effectively, efficiently and in coordination with the rest of the PMO. Liaisons between technical management, contract management, and financial management to ensure the integration of technical requirements, proper budgeting, and sound contracting actions. Identifies and communicates technology management cost, schedule and quality information to support overall NBIS risk management. Tracks mitigation decisions and execution to completion. The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS-GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in agile IT project management, software development and/or solution delivery; excellent organizational, task management and communication skills. Developing, implementing, and improving IT and organizational delivery processes. Experience with IT contracts, to include developing/scoping technical IT requirements and costing. IT strategy and planning, tracking execution to plans. Possesses a cross-functional skill-set in IT management: planning, requirements, budgeting, procurement, execution, test and validation, training, close-out. Specifically you will be evaluated on the following competencies: 1. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 2. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 3. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 4. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. 5. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. 6. Program Management – Designs, implements, and manages multiple or ongoing programs/projects and directs the related resources, personnel, and activities. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
