Agency Description

Philly311 is the City of Philadelphia’s non-emergency contact center. Philly311 answers customer questions about city government, supports requests for service for most city agencies, and processes approximately 1.2 million customer interactions per year. The center is open from 8 AM to 8 PM, Monday – Friday. During declared emergencies, the center’s hours may be extended. Customers can submit inquiries or request for service 24/7 using web and mobile applications.

Job Description

As the leader of the team responsible for 311 data, the Data Collection and Reporting Analyst Supervisor orchestrates the collection, organization, and analysis of this critical information. Their pivotal role ensures the accuracy, consistency, and reliability of 311 data through stringent quality control measures and thorough data validation processes. This position is instrumental in providing the organization with precise, dependable, and actionable data vital for informed decision-making and strategic planning.

Essential Functions

  • Lead, manage, and mentor a team of data analysts, overseeing their work, assigning tasks, and ensuring deadlines are met.
  • Developing and implementing effective methodologies for gathering data, utilizing tools, databases, and systems to ensure comprehensive and accurate data collection.
  • Analyzing collected data to identify patterns, trends, and insights that can inform decision-making processes within the organization. Contributing to the development of data-driven strategies and initiatives based on insights derived from analyzed data.
  • Implementing quality control measures and data validation processes to maintain the accuracy, consistency, and integrity of the data.
  • Staying updated on data analysis tools, and best practices to optimize data collection, analysis, and reporting processes.
  • Collaborating with different departments or teams to understand their data needs, provide analytical support, and ensure alignment of data collection efforts with organizational goals.
  • Contributing to the development of data-driven strategies and initiatives based on insights derived from analyzed data.
  • Providing training and guidance to team members, fostering their skill development, and ensuring a high level of expertise within the team.
  • Creates/delivers formal presentations for senior team members and key stakeholders.
  • Maintain up-to-date procedural documentation.
  • Understand business rules / requirements and data in performance management projects.
  • Constantly evaluate 311 Contact Center systems, processes and reports for inefficiencies and make recommendations for improvements/enhancements.

Competencies, Knowledge, Skills and Abilities

  • Ability to lead and manage a team, delegate tasks effectively, provide guidance, and motivate analysts to achieve goals and meet deadlines.
  • Expert proficiency in data analysis tools (such as Microsoft Excel, R, Python) heavy reporting, modeling experience.
  • Proven strong analytical skills and attention to detail.
  • Excellent communication and organizational skills within and outside of the department
  • Demonstrates the ability to successfully manage time and multiple competing priorities.
  • Ability to be assertive and make decisions.
  • Strong data analysis and problem-solving skills with the ability to synthesize data, summarize issues, and think outside the box.
  • Excellent written and verbal communication skills a must.
  • Ability to articulate complex concepts simply.
  • Organized with strong emphasis on time management and prioritization.
  • Highly motivated and dedicated team player with natural curiosity and the capacity to work effectively.
  • Ability to manage multiple simultaneous tasks.
  • Must be a self-starter and highly motivated oriented independent thinker.

Especially Strong Candidates will have:

  • Knowledge in forecasting and scheduling.
  • Experience working in a high volume fast-paced environment.
  • Experience working with call center data
  • Experience working with Salesforce Service Cloud

Qualifications

  • Bachelor’s degree in computer science, Data Science, Information Systems, or a related field; or  
  • 2-5 years of relevant experience, in an interpretation, reporting and data processing capacity, in a call center setting

An equivalent combination of education, experience, and/or training that provides the requisite skills, knowledge, and abilities as determined to be acceptable by the hiring authority.

Salary Range: $70,000
