Org. Setting and Reporting
This position is located at the UNODC Programme Office Cambodia (POKHM) with duty station in Phnom Penh, Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will report to the Programme Officer (Border Management) based in Bangkok, Thailand, as First Reporting Officer, and to the ROSEAP Programme Coordinator, also based in Bangkok, as Second Reporting Officer.
Responsibilities
Within the assigned authority, the incumbent will perform the following specific duties:
- Contribute to the development, implementation and monitoring of activities designed to strengthen border management regimes and improved interdiction capacities to prevent cross-border trafficking across the ASEAN region, with particular focus on Cambodia, Thailand and the Mekong sub-region.
- Support the promotion of joint efforts of ASEAN countries, in particular Cambodia and Thailand, to ensure the well-functioning of the Border Liaison Office (BLO) network to tackle illicit trafficking, as well as other intra-regional and/or global integrated border management mechanisms.
- Support the implementation of advocacy campaigns and development of communication materials in support of regional border management initiatives.
- Provide substantive support in the organization of high-level policy events, such as dialogues and consultations, in the area of border governance and related subject areas.
- Contribute to the coordination of strategic law enforcement initiatives, in particular efforts to work with law enforcement and criminal justice training institutions in the ASEAN region, including by conducting assessments, developing tools, curriculums and training of trainers programmes and supporting their roll-out, and guiding consultants, project personnel and key stakeholders contributing to such efforts.
- Contribute to the development and implementation of initiatives aimed at strengthening engagement between law enforcement officials, community leaders, youth, and CSOs in border areas, and community policing initiatives.
- Contribute to the coordination of efforts to expand women’s participation and leadership in law enforcement in ASEAN countries, and of activities to strengthen the capacity of front-line officers, especially in border locations, to respond to the needs of women and girls, including in the context of gender-based violence, and ensure effective responses to cross-border crime through rights-based and gender-sensitive approaches.
- Organize and implement training courses, seminars, working groups, workshops and study tours related to border management and law enforcement activities.
- Contribute to the drafting of reports and position papers related to operational activities, as well as visibility/communication material, and as necessary, provide input to UNODC management for the analysis of related developments and policy issues in Cambodia, and contribute to identifying areas of programme growth in Cambodia.
- Keep abreast with social, political and security developments in Cambodia impacting programmatic implementation of UNODC in the country.
- Participate in UN Country Team and other relevant fora in Cambodia and build effective partnerships with UN entities, including joint programmes, ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country.
- In accordance with established policies and assigned authority, contribute to managing the financial and human resources assigned to the Programme Office and maintaining operationalization of the Programme Office, ensuring appropriate coverage, guidance and supervision of staff, efficient and effective use of resources, and contribute to the coordination of administrative and logistics matters related to the functioning of the Programme Office.
- Liaise with relevant colleagues at ROSEAP for procurement, travel and other issues related to planning and implementing activities in Cambodia.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in social sciences, international relations, law, criminology, security studies or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five (5) years of relevant progressively responsible professional work experience in law enforcement and criminal justice, border management or law enforcement, including in an international setting, is required.
- Work experience in technical cooperation and programme/project development and management (programme planning, preparing project budgets and project implementation) in the above-mentioned areas is required.
- Work experience with governmental or intergovernmental law enforcement institutions or law enforcement training institutions in Southeast Asia is required.
- Work experience with national and regional institutions engaged in border management and related policies is desirable. Work experience in promoting women’s professional development and empowering women in law enforcement is desirable. Work experience within the United Nations System is desirable. Relevant work experience with counterparts in the field is desirable. Work experience in with SAP-based enterprise resource management systems is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nation official language is an advantage. Knowledge of an Eastern or Southeast Asian language is desirable.
