Context:

Under the direct supervision of the Senior Information and Communications Technology (ICT) Officer – Peace and Recovery Division (PRD), the overall management of the Program Manager and in close coordination with the Chief, Peace and Recovery Division, the Information Manager and Data Engineer will be responsible and accountable for designing, developing, and maintaining the ICT and data infrastructure of the Housing, Land, and Property (HLP) Vault program and its related components, as well as providing support to PRD on ICT – related issues where needed.

Core Functions / Responsibilities:

  1. Plan, design and implement ICT aspects of the HLP Vault program, relevant data-related activities, and system reporting.
  2. Conduct requirements gathering, analysis, and finalization of business requirements, along with documentation of division’s applications, in liaison and coordination with business stakeholders and users.
  3. Proactively engage in system design, database design, full-stack development, testing, deployment, and maintenance of applications.
  4. Monitor and analyze the performance of daily digitization processes of the HLP Vault program and take action as required, recommending solutions to performance issues.
  5. Ensure the collection, storage, management, and protection of data, including data consistency and analysis.
  6. Identify, advise on, and propose expert solutions to potential data-related problems.
  7. Develop information management products such as indicators, templates, reports, charts, maps, and dashboards.
  8. Prepare technical and user documentation for deployed computer application systems, as well as training materials, and develop and provide technical presentations.
  9. Substantively support the implementation, monitoring, and maintenance of Microsoft Azure solutions, including major services related to compute, storage, network, and security.
  10. In coordination with the Senior ICT Officer and the ICT Security Team, participate in securing the applications and systems.
  11. Prepare and provide timely updates and reports to the Program Manager on matters related to the document processing efforts.
  12. Maintain strict confidentiality in all aspects of the work.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Technology or related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience in the field of record(s) digitalization;
    • Full stack developer with skills in business analysis, database administration, software development and Data Analysis;
    • Experience with the software development, deployment, and documentation using Azure DevOps;
    • Experience in programming using three or more of the following data tools: C#, .NET, SQL, MS SharePoint, API development, jQuery;
    • Hands-on experience in developing reports and dashboards using Power BI and/or Tableau; and,
    • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.

Skills

  • Knowledge of Relational databases: SQL Server;
    • Knowledge of cloud-based technologies Azure;
    • Proficiency in Microsoft Office applications;
    • In depth knowledge of ICT systems and digitization initiatives; and,
    • Proven ability to train and direct contractors and staff and manage operations in complex post-conflict contexts.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
