Position Title: Database and Web Development Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Programme Manager (Data and Analytics), the Database and Web Development Officer will be responsible for contributing to the design, maintenance and optimisation of all database activities, web development and dashboards. This will support improved management, analysis and reporting of information collected through assessments across Ukraine.
Core Functions / Responsibilities:
- Contribute to the design and maintain a flexible, secure database structure for all data collected by the programme, in accordance with Displacement Tracking Matrix (DTM) global database standards and data dictionary.
- Supervise and guide extraction, transformation and loading from multiple data sources using Microsoft Azure, MS Fabrics and other data tools.
- Support and coordinate the development of data analysis scripts (using R and/or Python) to produce end-to-end analysis, visualisation and reporting solutions.
- Design, produce and update high-quality data visualisations and dashboard products that meet the requirements and information needs of IOM programme teams and partners.
- Develop tables, views, functions, SQL queries and stored procedures to retrieve and manipulate information for reporting and analysis purposes.
- Design and integrate web charts and visualizations using JavaScript (js) libraries, such asHighcharts/Highmaps and D3.js (Data-Driven Documents JavaScript).
- Help ensure data security and consistency of dynamic or online products and applications.
- Assist in developing and maintain comprehensive documentation on data and files classification, as well as data quality control mechanisms, in line with DTM global standards.
- Undertake duty travel to support information management (IM) trainings of D&A staff and implementing partners, as well as field level data quality standards, as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in humanitarian emergencies.
- Working experience with the following tools: Power Platform, MS Access, ASP.NET, HTML, CSS, JavaScript, MS SQL or Oracle (MCP certification in any of these products is an advantage).
- Experience with using PowerBI and Highcharts. (Certification in Power BI is an advantage).
- Experience in the development and implementation of the Displacement Tracking Matrix(DTM) or similar assessment and information management activities.
- Experience in the development, troubleshooting, administration and management of information databases and information management systems is required.
- Experience in the development and implementation of population database systems (e.g., migrant registration, censuses, household surveys) is highly desirable.
- Experience in the development and implementation of Open Data Kit (ODK) or any other mobile data collection tools. Proven experience in reproducible statistical analysis with R and/or Python – ideally the candidate shall provide an online portfolio of his projects on GitHub. A written test may be organized to assess those skills.

- Up-to-date knowledge of cloud computing and use of various tools and environment for application development and hosting.
- Thorough understanding in cloud environments and tools for data systems.
- Pro-active team player who can work with web developers, web designers and production colleagues under pressure to tight deadlines.
- Ability to multi-task, can work independently and think strategically.
- Good organizational skills with the ability to prioritize and an eye for detail.
- Knowledge of principles and practices of graphic design.
- Ability to communicate effectively, both orally and in writing.
- Ability to supervise and train assigned staff.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
