Org. Setting and Reporting
On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Finance and Budget Office (Accounts Unit) at UNTSO Headquarters, Jerusalem. The incumbent reports to the Chief of the Account Unit under the overall direction of the Chief of Finance and Budget.
Responsibilities
The Senior Finance and Budget Assistant performs the following duties: Strategic Resourcing and Stewardship
- Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, reviews and guide in the elaboration of resources requirements for budget submissions.
- Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Prepares budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Processes the mission’s redeployment of fund requests in accordance with the established procedures. Performance Monitoring
- Assists in performing analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities. Financial Management
- Monitors budget implementation/expenditures with approved budget to ensure they remain within authorized levels; analyses discrepancies for supervisor’s attention and prepares adjustments to reclassify expenditures.
- Advises and guides the review of current budget period commitments to ensure their validity to carry forward and seeks cancellation of those that are invalid or no longer required.
- • Under the guidance of the supervisor, provides advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars, IPSAS Policy Framework and Corporate guidance under the supervision/guidance of the Finance Officer or Chief Finance and Budget Officer.
- Perform rigorous analysis of open and recorded transactions in the GL/AP/ AR accounts for accuracy and completeness and disseminate recommended actions.
- Handle cost recovery transactions, prepare revenues vs. expenditures reports and produce the monthly accounts.
- Prepare adjustments/ accrual entries and notes disclosures (annexes) for the yearly IPSAS financial reporting as well as support the activities related to the Statement of Internal Control.
- Prepare the monthly dashboard variance analysis and complete the monthly survey.
- Acts as an Approving Officer.
- Assists in the maintenance of fixed asset register, as required. Other
- Ensures that daily activities are in compliance with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives.
- Supervise one staff of the Unit in prioritizing, planning and assigning activities including the completion of staff performance report.
- Performs other duties as assigned by the Chief of Accounts Unit or CFBO.
Education
- High school diploma or equivalent. Technical or vocational certificate in accounting, finance, budget, business administration, public administration or related fields is a requirement.
Job – Specific Qualification
- Technical or vocational certificate in accounting, finance, budget, business administration, public administration or related fields is required. Certificate in International Public Financial Management is desirable. Knowledge of an ERP system and IPSAS financial reporting is required.
Work Experience
- A minimum of (10) years of experience in International Organizations or in the private sector in accounting, budgeting and financial management or related area is required.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
