Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.E&AM – In Engineering & Asset Management, we play a key role in ensuring the safe, reliable, and cost-effective service of our transit system as the Metrolinx engineering technical authority and owner of more than $20 billion in assets and growing to $60 billion by 2030.The Rapid Transit Engineering & Asset Management (EAM) office is looking for a Senior Engineering Lead to be the systems engineering and systems assurance expert representatives to provide technical advice to peers and senior management at all levels of the agency.Reporting to the Senior Manager, Systems Engineering Assurance (SEA) the role leads the risk-based assurance, audit and support for asset class disciplines during all phases of the asset lifecycle and are responsible for the development of, and compliance with, technical and asset management processes, specifications and other requirements for the asset class disciplines within its assigned area of responsibility.What will I be doing?

  • Serve as the systems engineering and systems assurance expert representative for the Rapid Transit Engineering & Asset Management (EAM) organization.
  • Lead compliance assurance and auditing initiatives, of agency performed and outsourced contracts throughout the asset lifecycle and under various contractual arrangements in close collaboration with other agency divisions, commercial and delivery teams, external industry stakeholders and regulators and supports.
  • Responsible for and, manage technical reviews of systems assurance submittals including RAMS deliverables and engineering safety assurance cases for compliance with agency and regulatory requirements and ensure consistency in process and practice.
  • Use knowledge of System Engineering (SE) and Railway Systems to ensure appropriate technical and management processes are applied to projects.
  • Use knowledge of System Engineering (SE) and Railway Systems to ensure requirements from technical disciplines and stakeholders are identified and incorporated into project plans and deliverables, including Safety-in-design, RAMS and other specialty engineering considerations.
  • Responsible for and, manage the review, approval, or rejection, of deviations to SEA standards and technical requirements, including providing approvals within the designated authority for the SEA discipline and ensure compliance with agency processes for deviations.
  • Support and inform SEA including compliance audits and the development of corrective actions necessary to direct, support and inform the compliance verification effort.

What Skills and Qualifications Do I Need?

  • Completion of a University Degree in Engineering and rail sector or related industry experience, or a combination of education, training and experience deemed equivalent.
  • P. Eng, designation or C.E.T. certification will be an asset.
  • Experience working with industry standards BS EN 50126, ISO 15288, INCOSE, and CMREA or equivalent industry standards will be an asset.
  • Knowledgeable in and able to deploy project management principles and practices, including budget and schedule controls and monitoring, review and reporting on overall progress and performance.
  • Knowledgeable in and able to deploy technical management principles and practices, including planning technical work, configuration management, quality management, risk management and technical reviews.
  • Knowledgeable in vendor management to be able to manage development and delivery of externally provided products and services (e.g. negotiate contracts, interpret, compile, and administer contracts).
  • Is trained and skilled in the subject matter theory and application and is suitably experienced in the asset class or systemwide function and can lead and develop others administer contracts and memoranda of understanding (MOUs)
  • Demonstrated experience in Railway Systems, or related, engineering disciplines or a combination of systems assurance, RAMS, systems engineering, design, testing and commissioning, verification & validation, operations, and maintenance of comparable systems in a comparable role.
