The Work You Will Do:

As the State Stormwater Engineer, you will be responsible for providing technical support with the implementation of laws, regulations and policies of the Environmental Resource Permitting (ERP); National Pollutant Discharge Elimination System (NPDES) Stormwater. The Program Technical Service program staff also provides professional engineering services to the DEP Districts’ ERP Permitting (ERP) and Compliance Assistance Programs, as well as providing guidance to both ERP and Water Management District Staff. Additionally, this position is expected to provide assistance for rulemaking; development of policy and guidance documents; and may also provide testimony for administrative proceedings with the Division of Administrative Hearings.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands.     Pay:

    Your Specific Responsibilities:

    Provides professional engineering technical assistance to Department staff involved in the implementation of the ERP program under Part IV of Chapter 373, F.S. Assists in the development, implementation and ongoing evaluation of regulation implemented of the Clean Waterways Act (Chapter 62-330, F.A.C.), subsequently ratified under Senate Bill 7040. Especially with respect to engineering design and analysis of the effectiveness of stormwater systems in reducing pollutant loads.

    Provides coordination, technical assistance, engineering support, and consultation to Department and Water Management District staff and applicants regarding statute, rule and policy interpretation and proposed legislation related to engineering standards and criteria.

    Analyses and interprets engineering data, performs engineering calculations and develops and uses hydrologic, hydraulic and hydrographic models for technical evaluation of data related to stormwater treatment, attenuation and discharges to ground and surface waters, dredged material disposal sites, docking, wharf and port facilities, mitigation and mitigation bank sites, water quality enhancement areas and other activities.

    Coordinates with and assists engineers located in the Department’s Regulatory District Offices and the Water Management Districts in the review of ERP applications to ensure consistent and accurate implementation of the ERP rules and statutes.

    Ensures that projects conform with sound engineering design criteria and comply with all applicable regulations and laws.

    Provides technical assistance, engineering support and consultation to Department staff and applicants regarding statute, rule and policy interpretation and proposed legislation related to engineering standards and criteria.

    Assists with the implementation of rules, policies and procedures for implementing the Municipal Separate Storm Sewer System (MS4) Permit component of the NPDES Stormwater Program. Assists the MS4 Coordinator in identifying areas where MS4 rules, policies and procedures may have deficiencies and makes recommendations for improvement.

    Prepares, develops and presents training opportunities for Department and Water Management District staff regarding NPDES and ERP stormwater.

    Performs other related duties as assigned.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of hydrologic, hydraulic and stormwater engineering principles.;

  • Knowledge of biological, chemical and physical processes as they relate to water quality and the aquatic environment.;

  • Knowledge of stormwater treatment and control principles, laws, regulations and stormwater best management practices, especially with respect to engineering design, construction, and effectiveness in reducing nutrient pollutant loads.;

  • Skill in methods for assessment of surface water quality data, and hydrologic and hydraulic modeling applications, such as ICPR.;

  • Skill in the use of computer software programs used for office applications, database management, and Geographic Information Systems.;

  • Ability to understand and apply applicable state rules, regulations, policies, and procedures relating to multiple environmental programs.;

  • Ability to communicated effectively, verbally and in writing., and to establish and maintain effective working relationships with others.;

  • Knowledge of or the ability to learn the terminology, principles, and analytical techniques of environmental engineering related to potable water treatment, storage, and distribution, including engineering design, construction, operation, maintenance, and permitting issues related to public water systems is preferred.;

  • Skills in computer modeling for assessment of the generation, transport, and treatment of stormwater pollutants, particularly nutrients.;

  • Expert in stormwater modeling such as ICPR, and the ability to teach others through workshops of training sessions.;

  • Ability to develop and provide technical presentations; and skilled in public speaking.;

  • Knowledge of MS4 rules and the ability to learn the policies and procedures of this program.;

  • Ability to maintain a valid driver’s license and travel.

    Required or Preferred Qualifications:

  • Required: Bachelor’s degree from an accredited college or university and four years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of eight years.

  • Obtain and maintain Certified Wetland Evaluator or Certified Wetland Evaluator Trainer Certification within 12 months of hire
