This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.

Project Manager to formally project manage the development and implementation of a comprehensive grants management solution to support the administration and execution of the state’s Broadband Equity, Access, and Deployment (BEAD) and Digital Equity Act (DEA) or Digital Opportunity programs. Seeking experience in software for grants management and effective use of mapping tools related to technology or infrastructure deployment, related to telecommunication/broadband needed. This position needs to be able to define scope and technical requirements; collaborate with program, IT, and vendor to create strategic roadmap, project plan, and cost estimates; plan, estimate, coordinate, and monitor project activities, ensuring adherence to timelines, budgets, and quality standards; facilitate communication between cross-functional teams, provide regular updates to stakeholders, mitigate risks to ensure the successful delivery of the IT solutions needed by the Office of Broadband Development (OBD). Candidate will need to be able to perform Agile scrum ceremonies such as daily check-ins, sprint planning, product backlog refinement, and sprint reviews. Must provide knowledge transfer to MNIT and DEED staff. This position will also manage an in-house development build of Audio Production software that will integrate with a vendor managed accounting and library distribution system for the State Services for the Blind.

Project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.

The incumbent will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.

The incumbent ensures quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.

*This position is temporary and includes full state fringe benefits; it is anticipated to last for up to two (2) years.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

This position requires a minimum of four (4) years of experience in performing IT project management functions.

Experience must include:

  • Experience reporting on project activities during all phases of the project lifecycle.

  • Experience to include managing all aspects of the design, development, and implementation of IT projects.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Experience working as a scrum master with Agile methodology, scrum ceremonies, and Kanban.

  • Experience with Broadband telecom technologies, grants management, and accessibility efforts.

  • Ability to facilitate group discussions that drive decision-making.

  • Experience working with in-house database development projects.

  • Experience with IT procurement and vendor management, including creating procurement documents and implementing Custom Off the Shelf (COTS) or Software as a Service (SaaS) IT solutions for the business.

  • Ability to work with diverse, remote teams, to motivate and develop team members, promote and acknowledge team accomplishments, and resolve interpersonal conflict.
