Org. Setting and Reporting

This position is located in the HR Operations’ Section of the Headquarters Client Service (HQCSS) of the Division of Administration, Department of Operations Support. In line with the Secretary-General’s management reform, effective 01 January 2019, HR Operations of DOS has been supporting HQ-based departments and offices with onboarding of new staff, separation of outgoing staff, as well as administration of all staff entitlement and benefits. The Human Resources Officer reports to the Chief of HR Operations.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General:

  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in various areas of human resources.
  • Manages team of HR Partners to provide transactional support to client departments and offices using Umoja ERP tool. Recruitment and placement
  • Reviews requests for and coordinates on-boarding of new staff.
  • Determines staff entitlements on initial appointment and endorses level and step for offer of appointment.
  • Reviews and signs job offers for successful candidates, as well as letters of appointment.
  • Provides oversight, monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions, including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. Administration of entitlements
  • Reviews and approves staff requests for entitlements and benefits, including dependency benefits, education grant, rental subsidy and language allowances.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status.
  • Reviews policies and procedures and recommends changes as required.

Staff development and career support :

  • Monitors and provides induction orientation programme and briefing to new staff members.
  • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the ePerformance system.
  • Assesses training needs, identifies, designs and delivers training programmes to HR Partners.

Other duties:

  • Reviews cases involving child support obligations of staff
  • Provide support for audits and respond to queries.
  • Coordinates entitlement monitoring exercises, according to the Section’s work plan
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Organizes, gathers and maintains statistics and prepares reports related to administration of staff entitlements and benefits.
  • Assists in preparing policy papers, position papers and briefing notes on issues related to area of work.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in human resources management, administration or a related area is required. Experience in the administration of a broad range of entitlements and benefits using ERP systems such as Umoja (SAP) or similar is required. Experience supervising a medium size team is required. Experience in data analytics or related area is desirable. Experience in the UN System Organizations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of a second official United Nations language is an desirable.
