The office of Budget and Finance Unit (BFU) provides full range of administrative and financial support services to all regional activities and programmes to facilitate the achievement of WHO objectives. This team aims to assist in carrying out an effective, timely financial and accounting support services at all levels of the Organization.
Duies:
- Take the lead role in the preparation and execution of the assessment plan (including budgetary requirements) for DFC and GLOA implementing partners in WPRO.
- Coordinate and review contracts with third party service providers in relation to IP assessment and third-party audits. Review reports and outputs submitted by third party service providers.
- Lead the preparation and implementation of the DFC, GLOA and DI risk assurance framework including spot checks, desk reviews, Regional Office post-facto verification, compliance team country missions and third-party audit. Review all reports related thereto.
- Ensure that the Global Assurance Sharepoint is up-to-date
- Prepare and publish regular reports to monitor the status of implementation of activities and liquidation of advances.
- Promote capacity building and provide training, guidance and advice to country office staff on DFC, DI and GLOA procedures to strengthen the management of Implementing partners assurance activities and to ensure that key internal control measures are in place. Coordinate with the Global Assurance Hub (GAH) and Budget Centers to harmonize the practices within the WP Region.
- Serve as focal person for internal and external audit of DFCs, GLOA and DI.
- Perform other related duties, as required
Required Qualifications:
Education
Essential:
- University degree in Business Administration, Financial Management, Auditing or other similar fields.
Experience
Essential:
- A minimum of two years experience in auditing, internal control, risk management or financial management.
Skills:
- Sound knowledge and skills in the area of quality assurance, risk management and internal control principles, tools and techniques and their application
- Sound knowledge and skills in the area of financial management, audit, internal control mechanism and accounting
- Excellent written and oral communication skills, with proven ability to produce high quality reports for decision makers
- Strong sense of impartiality and objectivity
- Good analytical skills
- Excellent interpersonal skills including the ability to deal effectively with various internal/external partners on complex and sensitive matters
- Ability to maintain effective working relationships with people of different national and cultural backgrounds.
- Maturity of judgment, tact, integrity and discretion
Language Skills:
Essential:
- Expert knowledge of written and oral English.
