Org. Setting and Reporting
This position is located in the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy. The incumbent will be under the direct supervision and overall guidance of the Senior Programme Manager (Deputy Director).
Responsibilities
Within assigned authority, the Programme Officer will provide managerial and substantive support to the development, implementation and monitoring of UNICRI’s activities on terrorism, transnational organized crime and their complex intersections. The incumbent will be responsible for the following specific duties:
- Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Design and implement research addressing emerging threats to security and stability, including defining tailored data collection strategies and establishing partnerships with relevant stakeholders to ensure access to primary data;
- Develop and deliver capacity-building activities in English and French involving civil society representatives, criminal justice actors, and relevant beneficiaries concerning the nexus between terrorism and transnational organized crime and its impact on peace, security and development;
- Prepare research reports, policy briefs, factsheets, presentations and other project documents in English and French to disseminate UNICRI’s approach to prevent and counter the nexus between terrorism and organized crime, and support Member States in reinforcing the rule of law, especially in fragile and post-conflict countries;
- Identify emerging threats to security and stability, with a special focus on the impact of the nexus between organised crime and terrorism, to contribute to UNICRI’s strategic priorities and anticipate future trends;
- Participate in or lead field missions, including provision of substantive and administrative support and guidance to experts, beneficiaries and other relevant stakeholders;
- Coordinate activities related to programme management, including elaboration of relevant monitoring mechanisms evaluating substantive performance and financial expenditures and preparation of relevant documents and reports (work plans, progress reports, etc.);
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Education
- An advanced university degree (Master’s degree or equivalent) in law, political science, management, international relations and/or security, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five (5) years of relevant, progressively responsible professional experience in project or programme management in crime prevention, criminal justice, counter-terrorism or a similar field is required Work experience in coordinating across multiple stakeholders, including Member States, civil society actors, security actors and other beneficiaries is required.
- Work experience in identifying future trends and threats to contribute to strategic priorities is desirable.
- Work experience within the United Nations system or similar international organizations is desirable. Work experience in conducting research in fragile and conflict-affected areas is desirable. Work experience developing and delivering capacity-building activities is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.
