For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, District Field Operations, Lafayette District, Well Operations Section, Lafayette, LA. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. The incumbent exercises a broad range of supervisory responsibilities over subordinate employees. These responsibilities include, but are not limited to, defining the objectives, developing methodologies, establishing the priorities, and preparing schedules for the performance of assigned work, and assigning work to the staff considering the nature and difficulty of the assignment and the capabilities of employees. 2. Inspection of all drilling, completion, workover, and well abandonment operations to assure compliance with operating regulations, lease stipulations, and other directives, preparation of reports and recommendations. 3. Analysis of violations related to applicable rules and lease terms, assistance (via comment processes) in the preparation of Notices to Lessees and Operators, Safety Alerts, governing laws, and regulations. 4. Conduct of internal reviews and oversight of the inspection program to ensure that all inspection activities are conducted in accordance with regulatory requirements, Inspection Program Handbook, Field Supplements, and applicable guidelines and policy. 5. Directs the conduct of internal reviews and oversight of the offshore well operations inspection program in the GOMR to ensure that all such activities are conducted in accordance with regulatory requirements and all applicable guidelines and policies. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Salary Information: GS-14: (Step 1: $141,215- Step 10: $183,582) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position. Qualifications Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: You must meet the description in either A or B below to qualify for this position: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience — course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Serving as a senior level technical expert, manager, and/or advisor on petroleum engineering as it relates to the regulation of OCS oil, gas, and mineral operations. 2. Reviewing oil and gas well designs in an offshore environment to determine compliance with regulations. 3. Reviewing oil and gas drilling rig process and safety systems to determine compliance with regulations. Must meet all.
