Please note that the above salary is based on working 37 hours per week. If this role is part-time or you are appointed on a part-time basis your salary will be prorated to reflect this. Exceptions to starting salary may apply if you are an existing Devon and Cornwall or Dorset Police Staff employee substantively posted to a role at the same grade.Type of employment: PermanentType of working arrangement: Hybrid Worker – Hybrid working is a form of flexible working where workers spend some of their time working remotely (usually, but not necessarily, from home) and some in the employer’s workspace.Hours per week: this role is 37 hours per weekAllowances: This role attracts no allowances.About the role:The principal responsibility of the Facilities Manager is to take the lead on delivery of an effective customer focused Devon and Cornwall Police (DCP) Facility Management service, ensuring provision of cyclical, planned and responsive building, mechanical, electrical and grounds maintenance across the force’s estate. The Facilities Manager manages stakeholders at a senior level to negotiate user requirements, to manage high value contracts and to represent the department at national and regional best practice meetings.In particular to:

  • Take direct lead on contract management in relation to DCP Estates facilities function for contracts including areas such as Groundworks, Cleaning, Security, Catering, Waste, Courier + Post to ensure correct functionality and cost management
  • Monitor and review all contracts, holding regular contract performance meetings with suppliers and service providers.
  • Ensure all contracts correctly focus on Quality, Function and Value
  • Manage the Facility Management Team, providing first and second line management to the in-house team plus management of external contractors and consultants.
  • Ensure properties are maintained to a high standard through regular property visits and inspections across the DCP Estate, with subsequent appropriate recording with all defects/works required reported and actioned.
  • Manage change management process and improvements across the Estate ensuring alignment between local needs and overall corporate estates’ strategy.
  • Manage the Estates accommodation requirements and space management process controlling internal accommodation changes across the Force, ensuring alignment between local needs and overall corporate estates strategy.
  • Manage space utilisation ensuring space is used appropriately and efficiently.
  • Responsible for delivery of Site Services functions, particularly at HQ sites, leading on accommodation and space management and Grounds Maintenance function including Car Parking.
  • Facilitate planned and cyclical building maintenance and responsive repairs and grounds maintenance, to minimise disruption to end users.
  • Support the DCP Property Manager and provide representation at National, Regional and Local meetings, explaining complex Facilities Management issues to non-experts and gaining the support of users in the delivery of the programme, which may on occasion involve the need to close buildings.
  • Ensure health and fire safety of buildings, in terms of facilities management.
  • Manage the facilities management budgets; liaising closely with finance to ensure the annual spend remains on target, with preparation of budget forecasting. Focusing on quality and ensuring contracts are fit for purpose.
  • Ensure that the Estate is in good condition for example, by managing and disposing of waste and redundant equipment.
