Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically, FAO Country Offices:
- advocate, inform and support policies and investments in the areas of FAO’s mandate;
- provide technical assistance and deliver core services;
- assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
- position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
- ensure risk-smart and accountable operations and management.
Reporting Lines
The National Climate Finance Specialist will work under overall supervision of FAOR, direct supervision of the FAO-Iran OiC and guidance of FAO National Programme and Partnership Development Consultant, in close coordination with the Project Coordinator/Institutional Specialist as well as technical guidance by the Lead Technical Officer (LTO) in FAO Regional Office for Asia and the Pacific (FAO RAP) and the FAO GCF Unit in the Office of Biodiversity and Climate Change (OCB) in HQ.
Technical Focus
- Institutional coordination, policy development and capacity building for access to climate finance.
Tasks and responsibilities
- Develop and/or contribute to TORs of coordination mechanisms for access to climate finance under the NCCWG (in both English and Persian languages) including TORs of the National Climate Change Policy Advice Group (NCCPAG), Expert Group for GCF Country Programme, DAE sub-committee and Technology Needs Assessment (TNA)/Technology Action Plane (TAP) sub-committee.
- Develop TOR for studies (activity 2.2.5.1 to 2.2.5.7) and the development of the National Climate Change Mitigation Plan (NCCM Plan) (activity 2.2.6.1).
- Support the selection of qualified Service Provider(s) and support the project team with technical support for guidance, oversights of the Service Provider’s work in conducting the studies and developing the NCCM Plan.
- Facilitate discussions, reviews of the TOR, drafts and final study reports and the NCCM Plan by the National CC Policy Advisory Group (NCCPAG) and the NCCWG through their regular meetings.
- Contribute to the strategy for direct access to climate finance.
- Review the GCF Country Programme document and work done in Readiness I for pipeline development.
- Support the National Designated Authority (NDA) in the call for project idea notes.
- Facilitate the screening and prioritization of the project idea notes by the Technical Group for Country Programme.
- Contribute to the updating of the Country Programme, incorporating the pipeline.
- Develop and/or review Terms of Reference of affiliate workforce for developing project concept notes and pre-feasibility studies for 1) A National CC Mitigation Fund project and 2) the selected adaptation project idea note.
- Support technical contribution and provision of comments and feedback for quality control of the concept notes.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced University degree in Climate Change, Economics/Environmental Economics, Environment, Natural Resources Management, MBA or other related fields
- Minimum 5 years’ experience in climate finance studies, policies and climate change programme development
- Full proficiency/Working knowledge of English and local language (Farsi)
- National of the Islamic Republic of Iran or resident in the country with a regular work permit
