Job Profile
Under the general direction of the Water Treatment Operations Engineer, the
Water Treatment Operations Support Engineer provides professional
engineering, management and administrative services for the Water Supply
& Treatment Branch and engineering support of other branches within the
Water Services Division. The Water Treatment Operations Support Engineer
provides engineering support relating to operation and maintenance
activities associated with Shoal Lake Intake, the Shoal Lake Aqueduct, the
Greater Winnipeg Water District Railway, the Deacon Water Treatment Plant
& Booster Pumping Station, two branch aqueducts, Tache Booster Pumping
Station, the three in City Pumping Stations and Reservoirs (McPhillips

Station, Hurst Station and MacLean Station), public water outlets and
pressure monitoring stations in the interest of supporting delivery of safe,
efficient and reliable Water Treatment and Supply service to the City of
Winnipeg.As the Water Treatment Operation Support Engineer you will:
1. Provide operational engineering support, planning interpretation and
analysis, financial analysis and input related to operational
improvements and coordinates contract administration for assigned
Water Treatment operations.
2. Manage and lead identified operational projects in conformance with
aims, goals, policies and objectives of the organization.
3. Identify and initiate facility operating and maintenance improvements
through the monitoring, research and analysis of operations and
industry standards and trends.
4. Perform and prepare specialized forecasting and engineering economic
studies and analysis and make recommendations on that basis.
5. Develop and administer Operational Plans, Emergency Response Plans
& Security Protocols for Water Supply & Treatment Branch.
6. Participate as a member of the Water Treatment and Transmission
Branch team.
7. Ability to work extended hours in emergent situations.
8. Travel required within assigned area of responsibility.Your education and qualifications include:
1. Bachelor of Science Degree in Engineering.
2. Courses in project management are preferred.
3. Post-secondary courses in Water Treatment and/or Water Distribution
are preferred.
4. Operator Certification Level 4 in Water Treatment by Provincial Exam
is preferred.
5. Analytical and problem-solving skills with the ability to be flexible and
active in developing innovative methodologies.
6. Must have strong organizational and project planning skills to plan,
organize, prioritize and coordinate work and resources with a high
degree of independence.
7. Demonstrated ability to execute sound judgment while working under
pressure and under stressful conditions.
8. Ability to learn and adapt to changing technological environments.
9. General knowledge of municipal water treatment and water system
infrastructure.
10. General knowledge of financial management and reporting skills
including ability to prepare and manage budgets and spending.
11. Demonstrated communication and interpersonal skills, including
written and group presentation skills.
12. Demonstrated ability to establish and maintain positive working
relationships with employees at all levels of the organization, external
contacts and the public, in accordance with the Respectful Workplace
Standard.
13. General knowledge of economic analysis methodologies.
14. Must have a general knowledge of the occupational hazards and the
safety precautions and regulations that are applicable to the position’s
area of work.
15. Demonstrated ability to operate a personal computer using Microsoft
Office (e.g. Outlook, Word, Excel).Conditions of employment:

Position Reports To: Water Treatment Operations Engineer1. Applicants may be required to undergo testing to determine their
knowledge, abilities, and skills as they relate to the qualifications of the
position.
2. The various work environments that the position may encounter during
the course of a normal working day may subject the employee to noxious
odours, gas, dust and occasional exposure to adverse weather.
3. The successful applicant will be required to provide a vehicle for
transportation while on City business, subject to the terms and conditions
of the City’s Transportation Policy.
4. The successful applicant will be required to provide a Notice of Driver’s
Licence In Force document upon request.
5. The successful applicant will be required to complete job specific training
