SUPERVISORY CONTROL: Incumbent performs under the direction the Branch Chief, with full authority to review and clear DAF information under the direction of the Initial Denial Authority for release to the public under FOIA and Privacy. Serves as a recognized authority in the analysis and evaluation of programs and issues. Independently determines methods and approaches to be used, with work being evaluated in context of broad program objectives and compliance with national, congressional and departmental policies and priorities. Decisions are accepted as technically authoritative.Duties for this position typically include :

  • 1. Plans, organizes, and directs the activities of an ISCI team ensuring that government information programs comply with legal and regulatory requirements and meets customer needs.
  • 2. Exercises supervisory personnel management responsibilities.
  • 3. Represents AFIMSC/ISCI with a variety of installation and functional area organizations.
  • 4. Serves as Freedom of Information (FOIA) Manager providing guidance, assistance and training to MAJCOM staff.
  • 5. Serves as Privacy and Civil Liberties Manager providing guidance and assistance to MAJCOM.

Specialized experience is defined as demonstrated experience:

  • 1. Utilizing electronic tools to search, collect, manage, and perform critical reviews of FOIA records requests.
  • 2. Assembling and conducting quality control reviews of all proposed withholdings for accuracy and compliance before the agency response is issued to the FOIA requester.
  • 3. Independently applying FOIA exemptions when analyzing FOIA records to make determinations on the release of information.
  • 4. Preparing FOIA correspondence such as acknowledgment letters, time extension letters, and interim and final response letters.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

  • Expert knowledge of the legal and statutory mandates for the following Information Access Programs: Freedom of Information Act, Information Collections, Privacy, Civil Liberties, and Information Quality applicable federal and public laws, executive orders/DoD directives, applicable FOIA/Privacy Act court decisions and precedents pertaining to access laws, Defense Privacy Act Board Advisory Opinions, Information Security, and the National Archives and Records Administration guidelines and policies governing life-cycle management of official records. Established FOIA, Privacy, and Information Collection expertise is required to provide advice, guidance, and authoritative consultant services to team members, supervisors and organization leaders, and customers.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to research, analyze, and apply a variety of regulations and other statutory/PL requirements, such as Executive Orders 13526, Classified National Security Information; Public Laws 105-261, Strom Thurmond National Defense Act; and PL 106-65, National Defense Authorization Act; 42 USC §2011-2021, 2022-2286i, Atomic Energy Act of 1954; 5 USC §552 Freedom of Information Act; 5 USC §552a, Privacy Act of 1974, as amended.
  • Skillful in analyzing problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review, limited distribution, and controlled information.
  • Ability to engage with customers using a high degree of tact and diplomacy.
  • Ability to plan, develop, organize, and conduct virtual/in-person training/workshops.
