Summary Psychology Program Manager – Post Traumatic Stress Disorder Clinical Team (PCT). The incumbent of this position will work for the Central Virginia VA Health Care System in Richmond, Virginia, and is a direct report to the Mental Health Service Line. As the Program Manager for the Post Traumatic Stress Disorder Clinical Team (PCT), the incumbent manages and supervises complex programmatic services that include Post Traumatic Stress Disorder (PTSD) Program and other programs. Responsibilities The incumbent works for the Central Virginia VA Health Care System in Richmond, Virginia, and is a direct report to the Mental Health Service Line. As the Program Manager for the Post Traumatic Stress Disorder Clinical Team (PCT), the incumbent manages and supervises complex programmatic services that include Post Traumatic Stress Disorder (PTSD) Program; Same Day Service Program (SOS); and may supervise Core Mental Health Psychologists; The PCT Program Manager works collaboratively with leadership and other Mental Health Program Managers and stakeholders to ensure high quality, evidence-based practice, and ensure program efficacy in accordance with VHA standards, clinical practice guidelines (CPG) and best practice for the purpose of organizing, directing, supervising, and administering all aspects of the aforementioned program services. The PCT Program Manager is responsible all aspects of program operation and management, clinic optimization and service delivery, program development and evaluation, clinic staffing and staff development. The responsibilities of this position are highly complex, and require strong management, administrative and supervisory skills, in addition to the ability to provide direct supervision to multiple disciplines and program services. The incumbent is administratively responsible for the program to ensure program compliance with local and national accreditation bodies, Joint Commission standards, and Commission on Accreditation of Rehabilitation Facility (CARF) guidelines and directives. The incumbent further serves as clinical and administrative Supervisor for psychologists. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the staff of the assigned programs. Assignments with Function and Scope: Supervisory psychologists at the GS14 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in Mental Health Service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services. The incumbent has advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex physical or mental illness. Incumbent performs specialized treatment of complex physical or mental illness Develops and implements methods for measuring effectiveness of psychological work practice and services in the medical specialty areas utilizing outcome evaluations to improve treatment service Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications Service Expectations within Function and Scope: Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls. Coordinate with mental health leadership and HR on hiring and/or disciplinary actions. Complete annual evaluations for assigned staff. Performs the administrative and personnel management functions relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Provide documentation sufficient to meet the needs of various interdisciplinary teams engaged in the discharge planning process both within the facility and for potential placement and/or aftercare programs/facilities. The supervisor provides advice and counsel to staff related to work and administrative matters. Education: Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed…OR… Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; (b) The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship…..OR… Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internship: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed…OR… New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern…OR… VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement…OR… Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
