Job Description:POSITION SUMMARY: Under the general supervision of the Manager, is responsible for the supervision of the staff within the Talent Acquisition unit and supervises the daily operations of the Corporation’s talent acquisition (recruitment, selection and hiring) processes, programs and strategies, ensuring compliance with all relevant employment legislation, Corporate policies/procedures, and multi-union collective agreements. Ensures the delivery of talent acquisition services from the unit, and provides advice and guidance to hiring supervisors/managers regarding talent acquisition activities and best practices. Other key responsibilities include being the SuperUser for the Corporation’s job posting and applicant tracking system and managing all candidate activity, reviewing and evaluating talent acquisition-related procedures; and being the Office Administrator for the Division.CORPORATE RESPONSIBILITIES:

  • Supervises and oversees the day-to-day provision of talent acquisition services provided to the Corporation, including the preparation of job postings and advertisements, coordination of social/digital media strategies and other unique sourcing strategies, monitoring applicant activity and information, and overseeing the conditional offer hiring process.
  • Partners with hiring supervisors/managers who utilize a decentralized talent acquisition process to provide current updates and advice as required, and to ensure Corporate policies and procedures are adhered to.
  • Leads initiatives to ensure a positive candidate experience throughout the recruitment process in line with the Corporation’s employer brand and values.
  • Provides advice and guidance to hiring supervisors/managers regarding talent acquisition activities and services.
  • Administers the Corporation’s online job posting and application software, as a SuperUser, and remains knowledgeable with current software capabilities and future changes and identifies technological opportunities for the Corporation.
  • Administers the Corporation’s Request-to-Hire/Vacancy database, providing reports as required.

SECTIONAL RESPONSIBILITIES:

  • Provides day-to-day technical direction and guidance to staff in the section; identifies work priorities and ensures assigned tasks are completed within established timelines.
  • Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, and discipline and termination decisions.
  • Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Participates on hiring teams as required and advises on the assessment and selection of job candidates.
  • Oversees and monitors all conditional offers of employment and, where necessary, makes decisions to rescind offers of employment.
  • Develops, negotiates, and coordinates offers of employment for non-union/managerial positions; prepares employment contracts and monitors contract terms with respect to end/renewal dates, in consideration of applicable notice periods.
  • Oversees the daily operation of talent acquisition programs including the Summer Student Employment Program, and the Corporation’s High School Cooperative Education Program.
  • Monitors and evaluates talent acquisition processes to ensure compliance with Corporate policy and procedures, resolves complex talent acquisition matters; and conducts competition file audits for process compliance, as required.
  • Supervises talent outreach initiatives, including coordinating and/or participating in job fairs, special events, campaigns, and procuring services of external employment agencies.
  • Maintains and revises internal HR documents and Corporate templates related to talent acquisition as required.
  • Reviews and evaluates talent acquisition-related procedures and makes recommendations to Manager as required.
  • Oversees the Jobs Section of the Corporation’s external website and ensures a positive candidate experience.
  • Develops, oversees, and provides talent acquisition training and on-going coaching on best practices to hiring managers and interviewers.
  • Prepares, reviews and presents talent acquisition metrics, as required.
  • Partners with Manager, Talent Acquisition & Development to design, develop and execute strategic and innovative talent acquisition, sourcing, social/digital media marketing, and outreach strategies to help build pipelines of qualified and diverse candidates.
  • Conducts research in relation to talent development, initiatives, issues and best practices to support and inform the development of programs/initiatives.
  • Performs such other related duties as required.

QUALIFICATIONS:Education/Experience:

  • Degree in business, human resources or a related discipline with four (4) years’ experience in a complex, high volume, multi-union, technology driven talent acquisition environment; or
  • Diploma in business, human resources or a related discipline with six (6) years’ experience in a complex, high-volume multi union, technology driven talent acquisition environment;
  • Minimum 3 years’ experience in a supervisory capacity
  • Experience leading change within a complex environment and managing diverse stakeholder needs and interests
  • Knowledge of and ability to interpret applicable municipal by-laws, provincial legislation (e.g. Human Rights Code) and related regulations
  • Experience sourcing candidates using social/digital media marketing and other unique sourcing strategies
  • Demonstrated experience using a job posting and applicant tracking system
  • Exposure to/understanding of leading talent acquisition practices, technology and methodologies in the marketplace

  • Must be competent within the meaning of the Occupational Health & Safety Act

Assets:

  • Experience working in a municipal sector and/or union environment
  • Knowledge and use of SAP software

CONDITIONS OF EMPLOYMENT:

  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
  • Will be required to travel to various work locations and provide own transportation
