Our Chalk River location is looking for a Cleanup Function Program Officer!The CNL Cleanup Function establishes requirements and processes to ensure that activities involving planning for and execution of Decommissioning, Demolition and Environmental Remediation in order to meet the right end-states is conducted effectively across the CNL sites. Ensuring activities are performed in a manner that protects the workers, the public, and the environment, and are in compliance with applicable regulatory and licence requirements. The Program Officer provides support to the development, implementation and maintenance of the Cleanup Function (Land Use Program, Decommissioning and Demolition Program and Environmental Remediation Program).The role will involve identifying, planning and implementing improvements in the Cleanup Function and its supporting programs so that clear and necessary processes, procedures and guidance is provided to enable end states and next land uses to be reached as part of an accelerated decommissioning schedule at CNL. Specific tasks will include running workshops, supporting land use assessments of CNL sites, development and rolling out training, writing processes and procedures, working across sites to provide review of decommissioning planning, environmental characterization planning and reporting and remedial action planning. Running gap analysis initiatives, identifying, planning and implementing program improvements, providing support and guidance to sites on Land Use/D&D/Environmental Remediation requirements. Identifying and producing new processes and keeping existing processes up to date based on self-assessments, user evaluation, benchmarking, OPEX and renewal cycle. Supporting activities across all CNL sites, and improving communications regarding function purpose, processes, and procedures.What will you be doing!

  • Support to implementation of the Cleanup Function and supporting programs (Land Use, Decommissioning and Demolition and Environmental Remediation) and maintain continual improvements through observations, assessments and reviews at CNL’s sites and through benchmarking against other non-CNL facilities (nuclear and non-nuclear).
  • Running gap analysis and gathering information initiatives to understand required areas of improvements and collaboration across the Cleanup Function
  • Develop and implement appropriate procedures to address identified gaps or opportunities for improvement.
  • Establish, document and maintain a system to compile site-specific Program measures, end state data and records, including preparation of periodic summary reports.
  • Advise staff and managers on Cleanup Function requirements, and assist the staff and managers on meeting the requirements.
  • Maintain alignment across the 3 supporting Programs.
  • Communicate Program requirements and opportunities for improvement through: a) assist in developing and delivering Program training, and b) presentations on Program requirements at employee (safety, branch, interest group) meetings.
  • Maintain cross-functional knowledge spanning the various specialty areas associated with CNL’s Waste Management, Decommissioning and Demolition, Land Use and Environmental Remediation Programs (including radiological, non-radiological, hazards and non-hazardous wastes; waste storage and disposal options and facilities; waste minimization and reduction practices; international practices with regard to the long-term management of waste).
  • Perform other duties in support of CNL’s Cleanup Function.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education:
  • At minimum, a Bachelors (Honours) degree in Environmental Sciences or Engineering from a university of recognized standing, or membership in a scientific professional organization authorized by statute to establish qualification for membership in that organization.
  • Experience:
  • 0-3 years of related experience in the field of Decommissioning, Demolition, and/or Environmental Remediation.
  • Project Management and planning experience desired.
  • Experience with change management desired.
  • Abilities and Skills:
  • Strong computer skills including working knowledge of MS Office Suite, and familiarity with the use of databases.
  • Strong organization skills.
  • Strong communications skills.
  • Ability to understand CNL priorities/strategy.
  • Good writing skills; proven ability to prepare documents in a timely manner.
  • Proactive and takes initiative with high level of motivation; can work independently and in a team environment.
  • Job/Industry Specific Knowledge:
  • Knowledge of Environmental and/or Quality Management Systems (e.g., ISO-14001 or ISO-9000), Nuclear Safety & Control Act, regulations associated with radiological waste, Federal and Provincial environmental protection laws and regulations.
  • Knowledge of literature / studies / reports concerning recommended site characterization and remediation guidelines, risk assessment and modelling, as well as international work in the area of remediation of nuclear sites,
  • Field work experience in site characterization and/or remediation,
  • Familiarity with remedial and decommissioning technologies and techniques,
  • An understanding of groundwater, effluent and other types environmental monitoring is an asset
  • Awareness of standards, regulatory requirements, best available methodologies in remediation, characterization, and risk assessment as they pertain to nuclear remediation work,
  • Knowledge of environmental sampling methods to ensure adequate characterization of sites.
  • Technical knowledge of End State, Decommissioning and/or Environmental Remediation practices.
  • Practical experience in the use of waste characterisation methodologies including Data Quality Objectives, sample management plans and MARSSIM, an asset.
  • Knowledge of the full range of decommissioning and remediation processes applied domestically and internationally.
  • Must be Radiation Protection (RP) Group 3 qualified (or be able to be RP Group 3 qualified once hired).
  • Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
