OPEN COMPETITIVE

The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill theCommission Technician II – CSposition. The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

    DESCRIPTION

    The Commission Technician performs varied and extremely confidential work providing clerical and other essential support by receiving and routing incoming and outgoing mail; answering the telephone; entering and requesting information regarding NCIC/FCIC; corresponding with law enforcement; updating information in files; receiving, processing, copying, scanning, and distributing various material; and performing additional functions as needed.

    EXAMPLES OF WORK

  • Processes orders, which include, but is not limited to revocation orders, restore orders, discharge orders, amended conditional, control and addiction recovery certificates and waivers in absentia packets for out-of-state cases. Prepares release paperwork from parole, conditional, addiction recovery, conditional medical and control release cases forwarded by Revocation Specialists and Government Analysts. Notifies offenders of Commission decisions when appropriate and distributes Commission decisions to the FOG.

  • Emails and/or faxes warrants, orders and amended certificates to regional offices, county jails or correctional institutions for immediate action. Responds to e-mail or phone requests for Commission action forms, warrants, etc. Types and processes correspondence, as needed, for the Revocations Supervisor.

  • Acts as Commission Clerk to certify official Commission documents. Prepares inmate files for the imaging process. Scans all final Commission action forms into OnBase. Reviews final revocation hearings, waiver cases, and bond hearings and prepares agenda for the Commission well in advance of anticipated docket dates. Prepares an agenda by entering pertinent information on each revocation case into a personal computer program; distributes the agenda to appropriate staff in Revocations, Office of the Commission Clerk and Victims’ Services; ensures that revocation cases are completed by other Commission Technicians and places case file materials in docket carts for Commission review; prepares addendum cases for voting dockets, as required.

  • Prepares official documents for delivery to the Governor’s Office on extradition proceedings ensuring accuracy in the information collected and presented in the extradition request; prepares affidavits for the Commission attesting to the jurisdiction and interest of the Commission in requesting interstate extradition of release violators.

  • Prepares Commission warrants on release violators, (i.e., conditional, control, addiction recovery, conditional medical and parole), for Commissioner’s signature, by entering warrant information into the warrant database. Process warrants by notifying all appropriate law enforcement agencies and other states/jurisdictions by e-mail, fax, or mail. Enters into the FCIC/NCIC terminal all persons wanted for violations of the conditions of supervision. Makes the appropriate data entries into the corrections data center (CDC).

  • Monitors the FCIC/NCIC terminal for incoming messages, to include new felony arrests for those persons under one of the Commission’s release programs; responds to inquiries, arrests, or location messages from law enforcement agencies regarding possible active warrants and status inquiries from law enforcement. Verifies “hits” on wanted persons who are under one of the Commission’s supervision programs, and upon verification of the appropriateness of the arrest, authorizes a no bond hold to be placed on the releasee to prevent their release from custody.

  • Processes the arrest notifications to the appropriate regional office to ensure the timeliness of the hearing process. Ensures all wanted entries and files in the FCIC/NCIC are accurate and certifies this to the FCIC authorities via monthly validation reports.

  • Answers telephone inquiries and serves as the section’s receptionist. Serves as the agency’s FCIC/NCIC terminal operator and upon request of authorized employees, requests criminal histories, Florida summaries, driver licenses summaries and other types of inquiries through the FCIC/NCIC database.

  • Provides assistance too Revocations Supervisor with routine tasks, such as case file reviews, case file retrievals, collecting data on status of cases, or transmitting information to other offices. Performs other duties as required.

    MINIMUM REQUIREMENTS

    High school diploma or equivalent.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR POSITION

    BACKGROUND SCREENING REQUIREMENT: It is the policy of the Florida Commission on Offender Review that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S. Background investigations shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies. Also, employees are subject to background re-screening at least every five (5) years.”
