We are looking for a Compliance and Process Manager to help us ensure the safe and compliant decommissioning of facilities, progressively minimizing risks to human health, safety, security, and the environment through effective management and cleanup.   • Supporting the Project Director, Facility Authority, and Facility Manager by providing leadership and day-to-day oversight to meet the goals of the department.
  • Being responsible for leadership and oversight of new activities, projects, and facilities planned for the section, with a focus on excellence, new technology, knowledge transfer, and staff training, to ensure these activities/projects/facilities are executed safely, delivered on time, and remain on budget.
  • Ensuring a consistent process for gathering information and preparing monthly/quarterly reports.
  • Working closely with Facilities Decommissioning, Health, Safety, Security and Quality (HSSE), and Program Execution teams in support of Decommissioning activities.
  • Interacting with regulatory personnel such as the Safety Review Committee (SRC), Canadian Nuclear Safety Commission(CNSC), and International Atomic Energy Agency (IAEA).
  • Assisting the Project Director with responding and reporting/investigating abnormal events while ensuring consistent processes are in place to track, manage and monitor regulatory requirements.
  • Directing change and continuous improvement initiatives and processes related to information management, compliance and configuration control and asset management are maintained, implemented and adhered to.
  • Ensuring changes are managed, tracked, and implemented by providing strategic development and implementing process standards within Facilities Decommissioning and Environmental Remediation ( FD & ER).
  • Researching and identifying new software systems to improve efficiency.
  • Mentoring and coaching Decommissioning teams on Program requirements and changes.
  • Managing change and continuous improvement initiatives and processes related to information management, compliance, configuration control and asset management are managed, implemented, and maintained, and followed by Decommissioning staff.
  • Problem-solving and being responsible for developing and implementing potential solutions.
  • Supporting preparation of documents, maintaining and establishing effective quality assurance standards are met regarding information management.
  • Prioritizing tasks and deliverables to meet timelines by reporting, assessing, interpreting, and evaluating program results.
  • Ensuring that all changes are managed, tracked, and implemented effectively and maintained.
  • Providing strategic development and implementing process and standard efficiencies within FD&ER.
  • Researching, identifying, and implementing new computer software and systems to support overall process improvement and reporting (SharePoint, PowerBI, OneNote, etc.).
  • Ensuring the configuration control and asset management (care, maintenance, repair, upgrades, safe operation and eventual shutdown and decommissioning) of all facilities and services at Chalk River Laboratories (CRL) are managed, tracked, and monitored.
  • Conducting field walk-downs of the major building systems, reviewing drawings/documents and ensuring configuration control and field mark-ups are executed during projects.
  • Preparing maintaining and managing all Engineering Change Controls (ECCs) and status reports of progress related to configuration management.
  • Providing support and/or preparing and closing out of all work control clearances.
  • Providing information updates for the Facility Information System (FIS) & Environmental Data Management System (EDMS) and using AutoCAD to update the Decommissioning Site History Map.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Graduation from a recognized institute of advanced technology or equivalent formal education.
  • Significant related experience in a field of specialization, including six (6) years of demonstrated experience in a leadership position and/or demonstrated experience in information and record management and compliance and process-related activities.
  • Experience
  • Experience leading a team, maintaining a clear focus on team goals, and establishing good rapport with groups and individuals of many diverse professions.
  • Awareness of company program and standards and how they apply to decommissioning.
  • Experience in a nuclear operational or decommissioning environment.
  • Knowledge of CNSC regulatory documents and requirements.
  • Experience in planning, resource allocation, status updates, and performance monitoring for medium-to-large scale projects.

  • Self-motivated with the ability to work independently and encourage autonomy in others, capable of operating with minimal supervision.

  • Possesses a proactive questioning approach.
  • Must have excellent written and oral communication skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
  • Demonstrates organization and planning skills; ability to establish priorities; define action plans; set and meet deadlines; monitor performance.
  • Skilled in maintaining team cohesion among reporting staff and across departments.
  • Shows initiative, motivation, and effective interpersonal skills in interactions with management, peers, and clients.
  • Must be able to communicate effectively with various groups at all levels on a daily basis both on project and non-project related activities.
  • Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.
  • Would be preferred: Extensive knowledge of ATOM, Microsoft Office Suite, SharePoint, and PowerBI systems; Strong understanding of CNL’s information management, compliance regulatory requirements, and change management processes and concepts, and experience leading and implementing change initiatives; Knowledge of CNL’s practices, procedures, and compliance programs; Knowledge of CNL’s configuration control and asset management processes.
  • A good working knowledge and ability to apply the applicable codes associated with decommissioning a nuclear site and buildings.
  • Security Clearance Eligibility Required
  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

  • Must be available for work outside regular hours during emergencies, maintenance needs, decommissioning activities, breakdowns, or to meet regulatory deadlines/commitments.
  • Work characteristics include an environment of multiple internal and external customers, multiple tasks and priorities, changing timelines to deal with changing workloads and emerging customer issues, while maintaining effective progress on commitments and projects.
  • Flexibility of work schedule of working remotely and sometimes in office environment.
