JOB TITLE: COORDINATOR, COMPLIANCEDEPARTMENT: COMMUNITY SERVICESPOSTING NUMBER: 106252NUMBER OF POSITIONS: 1JOB STATUS & DURATION: Full Time PermanentHOURS OF WORK: 35-hour workweekLOCATION: Hybrid Model*– when working onsite, you will report to the location of 8 Nelson.SALARY GRADE: 5HIRING SALARY RANGE: $86,091.00 – $96,853.00 per annumMAXIMUM OF SALARY RANGE: $ 107,614.00 per annumJOB TYPE: Management and Administration/UnionPOSTING DATE: Aug 20, 2024CLOSING DATE: Sep 3, 2024AREA OF RESPONSIBILITY:Reporting to the Recreation Supervisor, Administrative Services, the primary functions are to provide policy and project management services and support to the Community Services team in order to enhance operational efficiency and cost effectiveness by creating methods to ensure Departmental operational and administrative consistencies. Guide and assist both full and part-time staff in procedural writing and documentation development. Act as point of contact for procedure development and enhancement. Develop, implement, and execute training and training tools.

  • Document Preparation. Formalizes all governance and procedural based documentation to both mitigate risk and provide educational guidance and training reference guides. Prepares reports, business cases, presentations and project budget estimates. Create meaningful and influential documents including process analysis, process mapping, along with the creation of new procedures, updating, content editing, review, and formalization to ensure standards and processes meet corporate and regulatory requirements. Provides all proposed procedural write-ups for review and approval by the Divisional Director prior to implementation. Acts as a resource for the Division regarding document preparation and implementation. Reviews procedures on an on-going basis to ensure that overall quality is maintained through the delivery of up-to-date documents. Maintains the documentation library/database.
  • Research and Analysis. Takes a proactive approach to reviewing existing data, records, and documents. Performs benchmarking exercises to help determine future needs within the industry for improvements in the procedure development. Applies Corporate and Departmental policy, collective agreement articles, and legislation and regulations to drafted procedures. Analyses and interprets data and processes dealing with complex problems, including making recommendations. Assists in the diagnosis of operational issues through workplace audits and inspections. Advises on preventative/corrective measures and assists in the implementation of enhanced handbooks, guidebooks, manuals, and reference materials.
  • Coordination. Plans and organizes various trainings, workshops, and meetings. Fosters cooperative relationships with other Divisions, Departments, and outside agencies to ensure informational needs are clarified and reflected in all procedural documents. Conducts on-site observation of practices and procedures and updates procedures as required. Facilitation and coordination of project workgroups and regular participant in line of business meetings, Corporate Advisory Teams, and other related projects as required.
  • Monitoring and Reporting. Prepares spreadsheets, charts, and graphs relating to procedures. In consultation with supervisory staff, assigns procedural projects to staff and monitors progress to ensure adherence to prescribed timelines. Reviews, formats, and edits project contributions. Provides ongoing progress updates to project workgroups, stakeholders, and project sponsors. Leads and participates on project teams and focus groups for project initiation, development and implementation.
  • Policy Implementation and Training. Develops, implements and executes training and tools. Trains and facilitates departmental staff on the development and implementation of policies, procedures, guidelines and related topics as required. Keeps track of compliance measures and reports risks so that improvements can be made. Provides consultative leadership to all divisions of Community Services when they offer their own procedural training. Provides training to diverse audiences, delivered cost-effectively. Ensures training materials are current and adaptable to audience levels and needs. Develops and maintains training catalogues and inventory of annual training opportunities. Maintains centralized depository for tracking staff training.
  • Supervisory Responsibility. Provides guidance and direction and allocation of work to Analyst, Recreation Administration and Compliance. Manage the day-to-day supervision including development of workplan, work distribution, tracking milestones, and progress follow-up. Provide training, coaching, and mentorship to ensure effective teamwork, high standards of work quality, continuous learning, and innovation. Encourage collaboration and interdisciplinary teamwork across the division. Available for support, hands-on assistance, and decision-making. Authorize and coordinate vacation and overtime requests. Monitor and assess performance and skills, and make recommendations for training and development for identified gaps. Hear grievances and recommend disciplinary action when necessary.

SELECTION CRITERIA:EDUCATION:

  • Post-secondary diploma or degree in Business Administration, Management Studies or similar related field.

REQUIRED EXPERIENCE:

  • Minimum of 3 years related experience.

OTHER SKILLS AND ASSETS:

  • Relevant experience in a similar role, preferably in public sector environment.
  • Municipal experience an asset.
