CPIC Subject Matter Expert (SME)

CEXEC, Inc. has an opening for a Capital Planning and Investment Control (CPIC) Subject Matter Expert (SME)supporting the Federal Aviation Administration (FAA).The CPIC SME will be responsible for conducting and supporting the management of FAA’s IT portfolio of investments to ensure the EPMS leverages an enterprise-level approach that strengthens existing and future IT capabilities. This role addresses transparency, accountability, and performance in managing FAA’s IT investments.
Objectives:
- Provide comprehensive CPIC support services for FAA enterprise-wide IT programs and commodity IT capabilities.
- Offer technical and analytical support for overseeing the performance of all FAA CPIC programs and their budgets.
- Ensure compliance with OMB Circular A-11, Section 55.
Key Responsibilities:
FAA IT Budget and Management Submissions:
- Lead the development and submission of IT budget exhibits for FAA Annual Budget, OMB Passback submissions, and Monthly IT Dashboard submissions.
- Provide technical analysis and quality assurance for IT portfolio budget submissions to OMB.
- Conduct quality reviews and assist in submitting monthly reports on cost, schedule, risks, and performance to the Federal IT Dashboard.
- Analyze program data to provide recommendations for major IT Investments rating on the Federal IT Dashboard.
Technology Business Management (TBM) Framework:
- Assist in providing guidance and training to align IT budget costs with IT Towers and Cost Pool data.
- Facilitate the reconciliation of the CIO-identified budget with the CFO-submitted budget.
Administrative Activities:
- Develop strategic planning, program management, and business requirements analysis for the CPIC Program Office.
- Support the development of annual CPIC training plans and strategic goals.
- Track and report on FAA’s achievement against annual milestones and goals.
- Facilitate strategic sessions and develop session materials.
CPIC Core Support Services:
- Coordinate CPIC data collection efforts for OMB submissions and monthly IT Dashboard updates.
- Collaborate with FAA SMEs to review OMB IT Budget and Major IT Business Case guidance.
- Maintain documentation for budget data and IT information.
- Conduct program performance analysis and assist in the CIO Assessment/Evaluation process.
- Prepare briefings, training materials, and manage meetings.
CPIC Ancillary Support:
- Ensure timely submission of accurate, complete, and reliable data for IT investments.
- Coordinate CPIC requirements for annual IT Budget submissions.
- Perform qualitative and quantitative performance measurement and analysis.
- Document business processes and lessons learned.
CPIC Program Training:
- Develop training and instructional materials for the FAA CPIC office.
- Conduct CPIC training sessions, including annual, monthly, and periodic OMB training.
- Assist with scheduling training rooms, preparing agendas, and providing training materials.
- Develop and manage CPIC processes and policies training course materials.
Deliverables/Outputs:
- Monthly Division Meetings, Annual Submission Kickoff Briefings, and CPIC Training Materials.
- Coordination with FAA Organizational SMEs for routine reviews.
- Development of annual Lessons Learned, TBM requirements guidance, and AQPR meeting materials.
- Desk Guides, Business Process docume tation, and updates.
- Preparation of FAA Deep Dive briefings and Enterprise Program Management Service meetings.
- IT Portfolio Summary submissions and IT Dashboard updates.
- Program Management Review meetings and CPIC orientation sessions.
- Integrated Data Collection Reports and IT Spend Plan submissions.
- Weekly Joint Resources Council Readiness Meetings and CPIC status meetings.
Requirements
- Bachelor’s degree in information technology, Business Administration, or a related field.
- Minimum of 4 years of experience in CPIC, IT portfolio management, or related areas.
- Strong knowledge of OMB Circular A-11, Section 55, and CPIC processes.
- Excellent analytical, organizational, and communication skills.
- Experience with Technology Business Management (TBM) Framework.
- Ability to facilitate strategic and technical sessions with stakeholders.
- Proficiency in managing documentation and business process reengineering.

Salary at Cis determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range (monetary and non-monetary) nationally for this position is $95,948 to $295,914 (annualized USD). The estimate displayed represents the typical compensation range for this position.
