Position Title: Data and Analytics Programme Officer

Duty Station: Kyiv, Ukraine

Classification: Professional Staff, Grade P2

Type of Appointment: Special short-term graded, Six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Programme Manager (Data and Analytics), the Data and Analytics Programme Officer will be responsible for the successful supervision and implementation of assessments, coordination of multiple implementing partners to facilitate high quality data collection, timely reporting and expenditure, and deliver trainings to help strengthen local humanitarian data and coordination systems.

Core Functions / Responsibilities:

  1. Coordinate and supervise implementing partner contracting, field data collection, implementation and financial reporting.
  2. Contribute to the design of methodologies and assessments which can inform evidence-based humanitarian and recovery response by IOM and partners.
  3. Contribute to project development and management activities, donor liaison as well as drafting of strategic and operational appeals relevant to Data and Analytics (D&A) operations and programming in the Ukraine response.
  4. Plan and monitor the implementation of assessments and workflows conducted by implementing partners and field teams, liaising with partners and D&A staff to help ensure timeliness and quality standards in the implementation of field activities.
  5. Support D&A staff and implementing partners in planning and implementing data collection, quality control monitoring, data collection and analysis.
  6. In close coordination with D&A information management (IM) and reporting sub-units, contribute to the preparation of information products, and information sharing and dissemination to relevant forums.
  7. Support capacity building of implementing partners and data collection teams by contributing to the development of training materials, and delivering field operations trainings to help ensure principled and quality implementation of data collection activities by enumerators and local partners.
  8. Provide technical support to the D&A programme support staff in relation to financial management, developing and monitoring schedules for payments and expenditure tracking in line with donor targets and reporting timelines.
  9. Undertake duty travel to support field operations as required.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in research, information management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storage, processing, and analysing data to generate information products;
  • Proven experience in reproducible statistical analysis with R and/or Python – ideally the candidate shall provide an online portfolio of their projects on GitHub. A written test may be organized to assess those skills;
  • Experience with handling confidential data.

Skills

  • In-depth knowledge of the latest technological developments in information technology and information system.
  • Demonstrated understanding of different data collection and sampling methodologies.
  • Demonstrated ability for leadership in the context of partnership building and consensual decision-making.
  • Proficient in data visualization and report generation with tools such as Microsoft Power BI.
  • Ability to formulate IM-related technical requirements and Operating Procedures using Business Process Mapping Techniques (BPMN).
  • Ability to compile and holistically analyse diverse datasets.
  • Demonstrated team-building and information management skills.
  • Familiarity with different assessment cycle steps and data collection in emergency settings.
  • Ability to develop and implement technical solutions to improve quality control.
  • Computer literacy – knowledge of MS office (word, excel, powerpoint) required.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
