Social Security Scotland is seeking an experienced Data Governance Manager to play a vital role in managing our data governance framework and striving to deliver data improvements in keeping with our Business Plan and Data Strategy. The Data Management Team work alongside our Data Protection colleagues and other data professionals within Chief Digital Office to ensure Social Security Scotland complies with its obligations, it can deliver its full data potential to enable better decisions for the organisation and the public. As a Data Governance Manager within our Data Management Office at Social Security Scotland, you will play a pivotal role in leading on Data Maturity assessments, supporting the rolling out of Ownership & Stewardship within the organisation and furthering the implementation of our Data Governance frameworks through making continuous improvements to policies, standards, and processes. These are essential in progressing and maturing our management of data.

• B3 – Salary between £45449 – £54419 plus a £5000 annual Digital, Data and Technology (DDaT) pay supplement after a 3 month qualifying period. This supplement is backdated and paid with your monthly salary. • Flexible working arrangements with potential of up to 4 days off per month.• You will have an annual leave allowance of 5 weeks, rising to 6 weeks after 4 years. DDaT Pay Supplement

This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. The payment will be backdated to your start date in the role.  Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. This post is part of the Scottish Government DDaT profession.  As a member of the profession you will join the professional development system, currently BCS RoleModelplus.

 

Hybrid Working

We embrace a hybrid working style where all colleagues will spend time in either our Glasgow or Dundee offices. There is an expectation of a minimum 2 days per week in your assigned location.  Base office location can be in either Glasgow or Dundee.

Responsibilities

• Coordinate and complete a Social Security Data Maturity assessment. Working collaboratively with key internal and external stakeholders to aid identification of key themes for continuous improvement. • Support the implementation of data roles and responsibilities to optimise the safety and value of data through the data life cycle. Provide coordination, guidance and continual support to accountable Data Owners and Data Stewards to advocate for better use and management of data within the organisation. • Lead the design and implementation of practical data management solutions to support Social Security Scotland needs. Engage, support and coordinate the involvement of other data professionals in the maintenance and continual development of the Data Governance framework.• Identify opportunities and make recommendations to improve the quality and trustworthiness of data throughout Social Security Scotland. Support the establishment and embedding of assurance methods and processes around critical data assets.• Support the implementation and aid establishment of wider data management competencies within Social Security Scotland to mitigate and minimise any risks surround our data (such as data lineage, metadata management, master data management).• Proactively contribute to increasing Social Security Scotland Data Literacy helping to generate an overall positive Data culture.• Support the teams wider work by promoting and driving the establishment of common data standards and Data Quality Framework. • Work with the wider Digital, Data and Technology (DDaT) and public sector data community to maintain awareness of developments in the establishment, identify opportunities for collaboration to develop and deliver Data Management.

Experience in defining, developing and implementing effective Data Governance policies, processes and/or tooling for a medium to large scale organisation, that has led to improvement in the quality and trustworthiness of the data. 3. Experience of completing data maturity assessments across domains, identifying opportunities to align with data best practise and implement improvements where appropriate within the data life cycle.4.
