Overview

The Department Manager, Office of the CIO (OCIO), is a critical IT leadership role to support the IT department achieve its strategic vision, mission and plan. The role plays an important part as part of the IT Leadership team including leading on key cross-functional processes and planning activities. The role reports directly to the CIO and Senior Vice President of Information Technology.The OCIO contains a number of functions including, but not limited to, IT strategic vendor management, IT portfolio management, IT risk management, partnering with FP&A for IT financial management, and partnering with Talent Management for IT recruitment. The role will also develop a new IT QA/QC function to ensure alignment of IT activities with corporate and IT standards and guidelines. The role will also develop a new IT communication function to ensure that business partners are informed of on-going initiatives and potential business impacts.The Department Manager, OCIO will lead and manage a diverse work team, build relationships with vendors and business partners, oversee the IT project portfolio, and further develop governance processes within IT.

Responsibilities

Core Responsibilities

  • Develop and lead the deployment of the overall vendor optimization strategy including strategic sourcing plan, oversee the vendor management office (VMO); and continue to mature the governance processes
  • Build relationships with key strategic vendors including setting regular senior level collaborative meetings with vendor and business users; and serve as a liaison between vendors and IT leadership team
  • Monitor the IT budgeting process including the development and review of annual IT budgets, and manage the allocation of financial resources across various IT projects and operations
  • Develop and lead the deployment of the overall IT financial management strategy, oversee the IT Financial Management Office (FMO); and continue to mature the IT financial optimization strategy and governance processes
  • Monitor the IT risk assessment process, including the identification and evaluation of IT risks and presentation to the IT Leadership Team
  • Continue to mature the IT risk optimization strategy and governance processes
  • Develop and lead the deployment of the overall IT project portfolio management strategy including the establishment of a project governance framework, oversee the Project Management Office (PMO); and continue to mature the project portfolio optimization strategy and governance processes and monitor the IT project selection process including the evaluation and prioritization of proposed projects
  • Support improved portfolio and project planning with a focus on project interdependencies, diving deeper into key projects that are connected and helping adjust roadmaps and project plans. Improve communication and transparency between project by providing consistency for tracking projects and hosting meetings to share roadmaps and cross-functional project plans
  • Improve IT project management and project execution through enhancing project management processes, guides, standards and technologies, providing help, support, solutions, training and coaching to projects and project managers
  • Implement an IT QA/QC function to ensure alignment of IT execution activities with corporate and IT standards and guidelines
  • Develop an IT communications function to ensure business partners are informed of IT initiatives
  • Perform any other related tasks and assignments as required

Qualifications

Required Education/Experience

  • Bachelor’s Degree in Finance, Business Administration, or Supply Chain, Computer Science, or other related function and a minimum of 8 years relevant work experience or
  • Master’s Degree MBA and a minimum of 6 years relevant work experience.

Preferred Education/Experience

  • Master’s Degree MBA and a minimum of 6 years relevant work experience.

Relevant Work Experience

  • 5-7 years Change Management, IT Transformation, Financial Management, and IT Planning and Strategy Development across all IT Disciplines
  • 3-5 years IT vendor management including building capability, governing standard operations, and overseeing a sourcing transitions
  • 3-5 years Leadership/managerial; ideally developing high performance teams
  • 3-5 years IT project management
  • 3-5 years Contract negotiation with IT service providers
  • 3-5 years IT financial management
  • Less than 2 years IT operations management

Skills And Abilities

  • Ability to analyze and interpret financial data
  • Develops and delivers effective presentations
  • Builds and manages effective teams
  • Ability to influence internal and/or external constituents
  • Possesses strong technical aptitude

Licenses And Certfications

  • Driver’s License Required

Additional Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • May require minimal domestic and/or international travel (up to 10%) to conduct site visits to vendors or business partners.

Minimum Salary: 160000.00
Maximum Salary: 210000.00
