Job Description:**This role is a full on-site role Monday to Friday.Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Director will direct bus operations and passenger and public safety at Metrolinx and promote a culture of safety by leading the development, implementation and evaluation of best practice safety programs, processes, and systems to optimize operational and infrastructure safety management and performance. This role will provide subject matter expertise on all key dimensions of bus operations and passenger and public safety. Furthermore, it will direct operational and maintenance safety assurance including inspections and auditing for adherence to safety standards and programs, collecting and analyzing safety data, and monitoring regulatory compliance.What will I be doing?

  • Lead the development and oversee the execution of a medium to long-term passenger and public safety strategy.
  • Lead the development, implementation and maintenance of best practice Safe Systems of Work processes for bus safety management programs and assurance programs to identify non-compliance and to recommend and implement corrective action.
  • Direct the establishment and management of key safety performance/leading and lagging indicators (KPIs), trends and metrics to actively monitor operational and infrastructure safety performance, set safety standards, guide continuous improvement.
  • Oversee the development and maintenance of reporting systems and processes to bus analyze passenger and public and infrastructure safety and prepare reports.
  • Provide subject matter expertise to Metrolinx executives and senior management team on passenger and public safety strategy and programs.
  • Maintain current knowledge of public transit and bus operational risk and health & safety theories, best practices, approaches and technologies.
  • Oversee the development of corporate programs, policies, procedures, processes, tools and training related to operational and infrastructure health & safety.
  • Direct and oversee the implementation and improvement of audit systems to evaluate the ongoing performance of safety management systems and health & safety programs against benchmarked standards, and recommend long and short-term plans to bridge gaps as they arise
  • Meet aggressive service delivery objectives and manage complex project and division activities within budgetary limits.
  • Makes strategic planning, policy and operational decisions, directs efforts for improved collaboration and continuous improvements.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Safety or Risk, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated senior experience in safety management, preferably in a public transit environment.
  • Knowledge of legislative and regulatory requirements governing health and safety and the construction industry.
  • Experience leading the development of health & safety policies, procedures, processes, tools and training based on industry best practices.
  • Knowledge of business improvement processes and performance analytics.
  • Knowledge of safety assurance, including audits, to oversee corporate compliance.
  • Knowledge of risk management systems and processes to identify and mitigate safety risk.
  • Leadership/senior level management oversight experience.
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) and leadership and management experience.
  • Knowledge of project management principles and practices to lead and manage simultaneous projects to tight deadlines and to monitor project adherence.
  • Interpersonal, oral/written/presentation skills.
