Context:

The Regional Data Hub (RDH) is dedicated to providing data and analysis expertise and guidance for implementing the IOM Strategic Plan. The RDH strengthens the regional evidence base on migration by providing technical support and capacity development to IOM offices, regional bodies, member states and other stakeholders on migration and displacement data; and supporting the uptake of knowledge and evidence to inform policies and programmes. Activities and objectives of the RDH are in line with the priorities of the Global Data Institute (GDI) to deliver data for action, insight and foresight as well as the objectives of IOM Migration Data Strategy to: 1) strengthening of the regional evidence base on migration; 2) developing the data and information management capacities of states, Regional Economic Communities and other key partners; and 3) ensuring more evidence-based IOM and UN-wide engagement in the region.

The DTM Analytical Officer (Regional Data Hub) will provide technical analytical capabilities to support the generation of data and research products related to migration and displacement in the region, with particular focus on regional mixed migration analyses underpinned by data derived from the Displacement Tracking Matrix (DTM), a system to track and monitor displacement and population mobility. The DTM Analytical Officer (Regional Data Hub) will also provide operational support to DTM operations to help ensure methodological rigor, compliance and synergy across the region and support operational implementation of DTM components when needed.

Under the overall coordination of the Regional Thematic Specialist (Data and Analysis), and the direct supervision of the Regional DTM Information Management Officer at the Regional Office (RO) in Nairobi, and in coordination with DTM Coordinators for East, Horn and Southern Africa (EHSA) region, the DTM Analytical Officer (Regional Data Hub) will be responsible for supervising and coordinating the development of DTM data analysis and reporting requirements and supporting the implementation of operational components, with a specific regional focus supporting migration flow monitoring, and other DTM activities implemented in the Region, and in close coordination with IOM Yemen.

Core Functions / Responsibilities:

  1. Perform quality control and analysis of DTM sub-regional data collected by DTM teams in the region through routine DTM activities and Flow Monitoring specifically, and ad hoc surveys and assessments and bring inconsistencies to the attention of the supervisor.
  2. Collaborate with RDH technical colleagues to improve data management and data analysis, including data mapping, processing, analysis, and dissemination in line with IOM data protection principles and DTM tools and standards.
  3. Generate and produce in a timely manner required reports and RDH information products with specific focus on DTM data sources, including, but not limited to, analytical reports, migration data dashboards, and other relevant products.
  4. Support capacity development of IOM staff in the area of DTM and provide technical recommendations in line with relevant IOM and DTM policies and methodologies and standards.
  5. Research, analyze and draft sections of and format internal and external programme reports and documents. Proof-read documents, attend meetings, take meeting minutes, and provide administrative support as requested by the supervisor.
  6. Support the Regional DTM Information Management Officer in providing operational guidance to DTM operations including on training, program design and set-up, data collection, database management, coordination with stakeholders and monitoring.
  7. Upon request and in coordination with the Regional DTM Information Management Officer, liaise with relevant authorities, UN agencies, non-governmental organizations (NGOs), think tanks and government counterparts, among others, on issues relevant to the DTM programme, including supporting the use of relevant data by practitioners, policy makers and other partners.
  8. Undertake duty travel to support field operations as required.
  9. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social or Political Sciences, Communications, Information Management, Computer Science, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in information management and related operations in different crisis or conflict contexts;
  • Experience in mixed migration analyses, root causes and drivers is required;
  • Experience in data collection, research, and report writing;
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse dataset;
  • Professional experience in coordinating multi-cultural teams and field-based staff;
  • Experience in supervising and training staff;
  • Experience in liaison and working with partners and government counterpart; and,
  • Previous experience with Power BI, Tableau, or similar is an advantage.

Skills

  • Data management and GIS software knowledge;
  • Proficiency in Excel (data analysis using formulas and Pivot tables);
  • Working knowledge of ‘’R’’ and/or Python will be considered as an advantage;
  • Demonstrated analytical and negotiation skills;
  • Excellent writing skill and strong analytical skills and creative thinking. Proficiency in English required;
  • Excellent planning skills;
  • Effectively coordinates actions with partners and stakeholders;
  • Excellent communication skills, efficiency and flexibility;
  • Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; and,
  • Strong and demonstrable interest in migration and/or humanitarian issues.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
