Countries from Africa, Asia and Latin America participate as full members in the Centre, where they interact on an equal footing with OECD members.The Economic Transformation and Development Division carries out high-impact global research and policy advice with and for developing countries on industry, trade, innovation, infrastructure and territorial development with a view to support developing countries better navigating the evolving globalization landscape, crafting, and implementing better development strategies. The Economic Transformation and Development Division hosts the OECD Initiative for Policy Dialogue on GVCs, Production Transformation and Development, Cities Connect, the initiative for policy dialogue on intermediary cities (co-managed with UN-Habitat), and implements the Production Transformation Policy Reviews. The Division carries out policy-oriented research in areas linked to global and regional value chains, innovation, start-ups, cities and territorial development, and infrastructure for development.The ETD Division is looking for an economist/policy analyst to support the implementation of the PWB activities linked to infrastructure for development. The selected candidate will work under the direct supervision of the Team leader on infrastructure for development, and will contribute to key activities including the DEV contributions to the OECD high level approach on infrastructure, and the Compendium of Good Practices on Quality Infrastructure, as well as the infrastructure for development outlook.Job DescriptionMain ResponsibilitiesResearch, policy analysis and drafting
- Carry out original research on infrastructure for development, with a key focus on competitiveness related infrastructure [transport and energy]
- Draft high quality written contributions [ working papers, background notes and contributions to flagships] on infrastructure on topics as infrastructure resilience and other emerging issues.
- Collect and review national and local policy information on infrastructure policies
- Draft the Unit’s contributions for the OECD High Level Approach on Infrastructure and the Compendium and Outlook.
- Contribute to relevant work of the Division, as requested.
Event organization, liaison and coordination
- Maintain and develop a network of engaged professionals on infrastructure for development
- Draft agendas, background documents and other material for the events to be organized
- Support event organization in collaboration with the Assistant
- Stay abreast of global trends on infrastructure for development and ensure smooth communication with key stakeholders
Outreach and communication
- Monitor global events on infrastructure and position the team’s work at best in them
- Present the results of ongoing work to internal and external stakeholders
- Favour coordination within DEV and in the OECD
QualificationsIDEAL CANDIDATE PROFILEAcademic Background:
- An advanced university degree in economics.
- A specialisation on development, infrastructure, trade, industrial development would be key assets.
- Experience in working on infrastructure for development in and with developing countries would be an advantage
Professional experience
- At least 3 years of progressively responsible experience in policy oriented research in the fields of infrastructure for development, trade and industrial development with a focus on developing countries.
- At least 3 years of experience in carrying out original research including collecting and analyzing data and drafting is necessary
- Proven ability to draft reports for academia, policy makers and businesses in a clear and concise way
- Proven ability to manage stakholders relations
- A track record of relevant publications
- A record of accomplishment of organisational capacities in setting up meetings with government officials and local private sector and international stakeholders to foster dialogue and consensus would be an asset.
- Proven excellent analytical capacity
- Previous experience in working in International Organisations would be an asset.
Tools
- Proficiency in the use of standard software applications including tools for presentation and communication (MS Office including MS Word, Excel and PowerPoint).
- Experience in the handling of data sources, econometric techniques and the use of statistical software (i.e. Stata) is an asset.

- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
- 1 year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at 7738.74 EUR, plus allowances based on eligibility, exempt of French income tax.
