Job Title: Higher Performance Analyst – Strategy, Planning & Performance – Counter Terrorism Policing HQSalary: The starting salary is £45,073, which includes allowances totalling £2,841.The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.Location: West BromptonIn Counter Terrorism Policing (CTP), we’re constantly looking for ways to be more effective on a national scale. As a Higher Performance Analyst, you’ll be at the heart of this work in our Strategy, Planning and Performance (SPP) team.Join us, and you’ll be based in Counter Terrorism Police Headquarters (CTPHQ) within the central SPP team. Here, you’ll take on a fast-paced and rewarding role, driving improvements in national security. SPP acts as the strategic brain of the Counter Terrorism (CT) network, providing strategic direction, performance insight, and project oversight. The unit works across all areas of the UK Government’s counter terrorism strategy (CONTEST) as well as other key areas of national security.In this role, you’ll be the performance lead for multiple national capabilities. It means working to improve network performance in these areas with the support of external partners. These include other Police forces, UKIC partners and cross-government departments. With their input you’ll produce analysis that will give senior leaders the insight to make better business decisions.In effect, you’ll be taking operational decision-making to the next level with your wide-ranging and unique performance insights. You therefore need experience of delivering analysis that drives business by making the complex easy to understand. However, technical skills are only part of the story.   • To support the Head of Performance and Assurance in implementing a coordinated approach to performance and business insight across the national Counter Terrorism Network.
  • To design, refine, and implement performance reporting across the United Kingdom’s Counter Terrorism Strategy (CONTEST) in line with strategic objectives, in order to inform decision makers regarding national performance.
  • To design, refine, and implement performance reporting across Counter Terrorism Policing’s other national security missions in line with strategic objectives.
  • To oversee and manage the production of internal performance reporting to support Counter Terrorism Policing Headquarters (CTPHQ) internal policing reporting requirements.
  • To undertake and supervise qualitative and quantitative analytical products that identify trends and forecast future implications, identifying areas for business improvement.
  • Deliver informative and insightful analytical products to a range of senior decision makers and practitioners across the police service, UKIC partners, and government.
  • To undertake inspection of data and performance regimes across the CTP network to support the collection of consistent, comparable information against set standards and guidance and to drive continuous improvement across the CTP Network.
  • To assist with the development of self-serve systems and visual analytics techniques to improve data collection, accessibility, analysis and presentation of network management information.
  • To deputise for the Head of Performance and Assurance as necessary.
  • Ensuring that products and documentation within the team’s remit comply with Metropolitan Police policies and legal obligations such as Freedom of Information Act and Data Protection Act.
  • Managing customer relationships and requests in relation to ad hoc and regular reporting.
  • Managing own workload, tasking appropriately and escalating requests within the team when appropriate.
  • Work with performance practitioners, partner agencies and subject matter experts across the CTP network to develop performance indicators and assessments.
  • To work closely with, and support Policy Leads providing performance advice and mechanisms to measure the delivery of strategic objectives as well as drawing out key performance related points for incorporation in to strategic briefings.

VettingThis post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties.   • Graduate and/or professional qualification in a statistical, analytical, social science, business management or related discipline, with experience in delivering quantitative and/or qualitative analysis.

  • An ability to demonstrate the equivalent level of knowledge, skills and competencies gained through extensive and high-level experience in complex environments.
  • Proven and well-evidenced, relevant experience in an analytical environment.
  • Experience of research, information or intelligence analysis, and/or business performance modelling in a large organisation or complex environment.

Skills, Knowledge & Experience

  • Experience of delivering analysis that drives business in the police sector environment by making the complex easy to understand.
  • Experience of developing processes and policy in the field of performance or intelligence analysis or a similar analytical environment.
  • Knowledge of the National Security landscape, working with government and drafting high level reports for Senior Leaders.
  • Computer literacy (Excel to a high level, PowerPoint, Word) and presentational skills.
  • Experience of or working with visual analytics software (Tableau, Power BI or similar).
  • An effective influencing style through clear written reports and spoken presentations.
  • Ability to communicate and influence staff and stakeholders.
  • Negotiation and communication skills, with an ability to offer advice across the organisation and CT Network.
  • Ability to operate in a complex, fast -paced environment.
  • Ability to establish and build strategic relationships with senior stakeholders across professional and operational disciplines.
  • Flexibility with job duties and scope of work.
