Summary You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Labor and Employee Relations Department of FLEET HRO NORFOLK NAVAL SHIPYARD. Responsibilities You will provide input on decisions , which have an impact an overall HR policy at serviced commands. You will provides authoritative technical assistance and solutions novel and obscure problems/issues . You will assist the supervisor in conducting internal assessments of the ER/LR functional program . You will plan and administer all aspects o f the ER/LR for commands serviced by the Labor and Employee Relations Department of the Mid- Atlantic Region Directorate . You will training on Employee Relations /Labor Relations topics . You will Provides guidance , consultation and staff assistance to supervisors and managers on disciplinary and conduct related cases . You will conduct extensive research on matters pertaining to contract negotiations , extensive third party case law decisions and/or ULP’s; union due s deduction issues and use of official time by unions . Requirements Conditions of Employment Qualifications GS-07: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience applying the full range of labor and employee relations theories, principles, methods, analytical methods, and technique through knowledge of legal and regulatory principles. -Experience having detailed knowledge of general human resources management principles, the “sunsetted” Federal Personnel Manual and/or its successor documents from OPM, third party case law and related resources (FLRA, MSPB, EEOC, FSIP, etc.) and all human resources regulations with special emphasis in the areas of labor and employee relations and EEO. -Experience creatively thinking and ingenuity to provide responsive management advisory services, sound solutions to urgent and complex problems and quality representational services. GS-05: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience establishing and maintaining highly effective relationships, gaining confidence, and cooperation of supervisor and managers in order to resolve difficult and controversial issues. -Experience in written and oral communications to prepare and present finding and recommendations relevant to difficult and controversial issues. -Experience in a liaison capacity between customers, command personnel and applicable operations to work customer service issues. -Working knowledge of Microsoft Office applications and DCPDS. GS-05: Successful completion of a four-year course of study leading to a bachelor’s degree. OR A combination of experience and education as described above that equates to one year of experience.
