POSITION SUMMARY/CLASS DESCRIPTION:
The Salary Range effective 7/01/2024 is $101,219 – $194,925
The Salary Range effective 1/01/2025 is $103,243 – $198,823The Human Rights and Equity Administrator is an executive exempt (at-will) position that reports to the Chief Administrative Officer of the Department of County Administration.The Department seeks a leader with strong leadership and problem-solving skills, who is an innovative and creative thinker with the ability to set and articulate a vision for the office in line with the Howard County Code, 12.205(3). The Office of Human Rights serves as liaison with the public, government agencies and community groups to develop plans and programs to combat discrimination and assist and cooperate with other local, State and Federal agencies and officials to protect and promote better human relations. The Office of Human Rights works with agencies and groups to develop educational programs and heighten public awareness of discrimination and to develop methods to eliminate discrimination.The ideal candidate will have excellent verbal and written communication skills and substantial knowledge of the types of discrimination and methods and techniques for eliminating it; including considerable knowledge of County, State and Federal laws regarding discrimination in such areas as housing, employment, public accommodations, law enforcement, financing and related fields. Performs advanced administrative and coordinative work under Executive level direction. Work includes oversight, coordination and management of the county’s Office of Human Rights. Represents the County Executive in administering and enforcing the provisions of Howard County Human Rights Law, by investigating complaints of discrimination to determine whether a violation of the Howard County Human Rights Law has occurred.Include the following. Other duties may be assigned.Administer and enforce the Howard County Human Rights Law.Investigate complaints of discrimination to determine whether a violation of the Howard County Human Rights Law has occurred.Work to eliminate violations of the Human Rights Law by conference, conciliation and persuasion.Make annual reports to the County Executive and the County Council providing a statistical summary of the number, type and disposition of complaints received by the Office.Make monthly reports to the Commission briefly describing the factual situation of new cases, and the status and disposition of all other cases.Make periodic reports to the County Executive, County Council and the Human Rights Commission on the Office’s involvement in discrimination education programs and on the extent of its cooperate efforts with governmental and community agencies to combat discrimination.Supervise the development, implementation and evaluation of the Department’s communications and public outreach strategies, to include web sites, publications, community events, and social media.Oversee the internal operations of the Office to ensure effective organizational practices; includes use of technology, program evaluation, creation and updating of nondiscrimination education programs.Organize hearings, forums, and make regular presentations within the County and region to address community concerns of discrimination and human rights violations.Serves as Executive Secretary of the Human Rights Commission.Perform other duties and responsibilities directed by the Chief Administrative Officer and/or County Executive.SUPERVISORY RESPONSIBILITIES:
Manages subordinate positions in the Office of Human Rights. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Bachelor’s Degree and five years’ experience in human relations or a related field, one year of which shall have dealt with investigating and/or conciliating complaints of discrimination, and two years of which shall have included managerial or administrative experience.PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Juris Doctor (J.D.) or Master’s degree, at least five (5) years of experience in civil rights, human relations, public administration.Ability to analyze complex objectives, evaluate alternatives and make creative recommendations.Prior budget experience preferred.PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Apply basic budgeting principles.
Ability to define problems, collect data, establish facts, and draw valid conclusions.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
