The Humanitarian Mine Action (HMA) Programme Specialist (PS) acts as the Kyiv-based focal point for programmatic issues related to DRC’s Humanitarian Disarmament and Peacebuilding (HDP) sector portfolio and operation facilitation. In line with DRC guidelines and HMA standards, the HMA PS is responsible for coordinating sector inputs with Area Tehcnical Field Managers (TFMs) and other team members into proposals and reports. The HMA PS will also support the tracking of programmatic financial resource allocation and facilitate other programme support processes with regards to the timely and smooth set up and running of field activities. Based in Kyiv, the PS will travel extensively in DRC area offices and other field locations to facilitate these process and build DRC HMA capacities on programme quality compliance.
Your main duties and responsibilities will be:
- Responsible for compiling/ coordinating inputs into concept notes/proposal inputs in close collaboration with Area TFMs, other HDP team members and sector managers/advisors, in line with grants management guidelines.
- Responsible for the consolidation of HDP reporting inputs from programme side in close collaboration with the area TFMs, sector managers/advisors, in line with grants management guidelines.
- Responsible for monthly and ad-hoc consolidation of programme updates in line with internal and external requirements;
- Ensure programme related documents and information is saved in correct formats and stored appropriately (eg. reporting, proposals, strategy documents, progress data) and shared when required to donors, HQ and other recipients.
- Support the tracking of HDP programme budgets and financial inputs, through monthly and ad-hoc reviews in collaboration with budget holders and DRC finance department.
- Support the HMA field activities with programme related, logistical, finance and admin support as required and in cooperation with DRC support functions; field visits to support the operational teams will be required to ensure adequate logistical, financial, and administrative support.
- Support the field implementation of project cycle management related processes in line with DRC guidelines and HMA standards.
- To be successful in the role, we expect you to have at least 2 years’ previous relevant experience in NGO, civil society, UN and similar working environment. Moreover, we also expect the following:
Required:
- BA/preference MA in Social Sciences, International Development, Business and Management or related areas
- Experience working on programme development, fundraising and reporting, project cycle management and capacity building of staff
- Demonstrated ability to perform complex tasks and to prioritize multiple projects
- Ability to analyse administrative, programme and financial inputs in compliance with internal/external requirements
- Experience of working in insecure environments.
- Fluency in written and spoken English.
- Good knowledge of Microsoft Office package and applications.
- Excellent communication skills – both oral and written
