Summary This position is placed in the Chief Data and Artificial Office, within the Chief Strategy Office. The purpose of this position is to serve as Program Manager with responsibilities of effectively implementing one or more programs and the accomplishment of organizational mission, goals, and objectives. Responsibilities As a Information Technology Specialist (PROJMGT) you will be responsible for the following duties: Incumbent will serve as a Program Manager in providing oversight of one or more agency programs. Duties/responsibilities include the coordinated application of general and specialized knowledge, skills, expertise, and practices necessary for the effective implementation of one or more programs and the accomplishment of organizational mission, goals, and objectives. Duties may include but are not limited to: Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Reviews programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner. Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress. Establishes program objectives and units of measure for determining when objectives have been met Manages short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs Drafts guidance and direction regarding program management and reporting. Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance. Participates in meetings with internal/external customers to determine program status, milestones, and coordination of each to detect in advance potential deficiencies and develop action plans for improvement. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management’s (OPMs) basic qualifications requirements. See: General Schedule Qualification Standards (opm.gov) i.e. for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by Close Date Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG -13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: administering and managing complex Information Technology projects, controlling costs, scheduling, and performance and risks from inception to completion; taking corrective action once risks are identified during project development lifecycle; developing spreadsheets and conducting project briefings for leadership and stakeholders; determine and interpret intent for revising existing policy and regulatory guidance for use by different federal agencies which do not conflict with goals and objectives. Specifically you will be evaluated on the following competencies: Performance Management- Apply performance management concepts, principles, practices, and regulations, regarding planning, monitoring, advising on the rating and rewarding of employee performance. IT Life Cycle Management (CUSTSPT)- Plan, develop and/or manage processes across the information systems/services life cycle to ensure information technology capabilities meet current and future organizational and enterprise missions. Data and Content Management-Monitor, develop and implement plans, policies, Information Technology Program Management- Management of information technology programs. IT Program Management (PPMGT)-Knowledge of the principles, methods, and tools for the coordinated management of an information technology (IT) program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). IT Project Management (PPMGT) -Execute an information technology project from initiation to sustainment to fulfill established requirements that meet specified business missions. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
