Summary Location of position: General Service Administration (GSA), Federal Acquisition Service (FAS), Office of Information Technology Category (ITC), Cloud and Software Division, Virtual. Management is hiring at the GS-11 grade level Only. There will be non-competitive promotion potential to full performance grade level GS-12. We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities As a Information Technology Specialist (SYSANALYSIS), you will receive tailored instruction, guidance, training, and supervision designed to equip you with the knowledge and skills necessary for successful performance at the full performance level, GS-12 and: Assisting with planning, developing, coordinating and performing market research, from a technological perspective, on a wide range of Information technology products, services and solutions to support program managers in making effective decisions in determining appropriate IT product offerings and services. Providing input on submissions, statements of work, solicitations, and proposals to determine if ITC’s offerings can meet the customers’ technological requirements. Performing scope analysis for ITC contract offerings and provides technical analysis for ITC contracting officers and other agencies’ contracting officers. Providing program and resource management support on assigned information technology projects and procurements relating to the management and delivery of IT solutions and services to government customers worldwide. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Applicants applying for the GS-11 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-09 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail – This skill is generally demonstrated by assignments where the applicant monitors, maintains, or updates data, records, or other information. Customer Service – This skill is generally demonstrated by assignments where the applicant provides technical advice or assistance to others. Oral Communication – This skill is generally demonstrated by assignments where the applicant initiates and maintains contacts with individuals outside the organization. Problem Solving – This skill is generally demonstrated by assignments where the applicant makes improvements, solves problems, or takes corrective action when problems arise. To qualify, applicants must demonstrate that they meet either the educational or experience requirements listed in A or B below: A. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with a major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR B. Specialized experience is experience reviewing information technology programs in order to provide services and advise an organization’s internal and external customers. This experience must include: Documenting internal or external customers IT processes or requirements; Researching IT guidance, policy, standards, and technology solutions available in the marketplace; Gathering materials in support of awarding new or monitoring the performance of existing IT contracts; Participating in IT projects.
