Are you interested in coordinating investigation activities?Job Description:The Investigator/Expert Opinion Coordinator has a dual focus on investigation and coordinating the external supports for Professional Conduct investigations. In this role, you are responsible for the formal investigation and preparation of detailed investigation reports for assigned complaints, as well as, coordinating matters related to expert opinion specialists. You will be required to have direct and regular contact with physicians, regulated members, and experts by phone, email/mail, and video.KEY RESPONSIBILITIES

  • Investigation of complaints under the Health Professions Act (HPA) as assigned by the Complaints Director within required timelines:
  • Review and determine appropriate investigation process; gather, review, and analyze medical and other records within parameters of CPSA privacy policy and the HPA.
  • Approach all efforts on investigation in an unbiased, methodical, and culturally sensitive manner.
  • Work collaboratively with specialists such as Senior Medical Advisors, Standards of Practice and Governance team members to understand all elements of complaint.
  • Conduct interviews pursuant to Professional Conduct Department (PCD) policies.
  • Arrange for external medical and non-medical investigators and expert opinions where required; communicate with external parties as needed.
  • Prepare comprehensive preliminary and/or final investigation report in accordance with department policy and present for discussion.
  • Prepare disposition correspondence for Complaint Director’s review and signature.
  • Meet key performance indicator expectations for file loads and investigation closures on an annual basis.
  • Act as formal/informal mentor to new investigation team hires as assigned.
  • Dismissal Letter Preparation:
  • Analyze file materials to prepare draft dismissal letter to complainant and physician.
  • Perform complex writing and drafting in factually accurate and grammatically correct fashion ensuring 30-day legislated time frame and key performance indicators for timeliness and volume is met.
  • Expert Opinion Coordinator:
  • Responsible for sourcing, training, and organization of experts to provide opinions related to investigations under the HPA and direction of the Program Manager, Investigation.
  • Research, source, and retain experts; liaise with experts to establish network.
  • Design training and orientation materials; liaise with various CPSA departments for related materials and design support, and complete onboarding/offboarding activities of experts.
  • Review, assess, and analyze expert opinion work and provide feedback on quality of work and recommendation.
  • Liaise with legal counsel on expert opinion matters; assist with expert opinion source for early resolution work stream, and monitor caseloads for experts.
  • Monitor and ensure expert database is current and accurate.
  • Provide updates and information to department on available experts; provide timely statistical reporting updates.
  • Quality Improvement Work:
  • Actively participate in ongoing quality improvement processes; offer solutions to complex problems.
  • Actively participate in regular standing and investigator team meetings.
  • Participate in training new hires and participate in new hire interviews as needed.

  • General analytical, planning and professional skills typically obtained through a Bachelor’s degree (preferably in Law Enforcement or related field), or equivalent.
  • Formal training in medical/legal investigations or equivalent combination of education and experience.

Experience:

  • Minimum of 5 years’ experience conducting investigations including interviewing witnesses, preparing investigative reports, and evidence gathering.
  • Experience in regulatory, medical, and/or legal investigations is required.

Skills:

  • Exceptional consultation, mediation, and analytical skills.
  • Demonstrated complex problem solving skills.
  • Demonstrated excellent written and oral communication, including report writing and interview skills.
  • Demonstrated ability to independently manage a complex caseload and make discretionary decisions in accordance with risk mitigation goals, precedents, policy and legislation.
  • Must be a team player with ability to adjust to changing circumstances and directions.
  • Demonstrated understanding of diversity, inclusion, bias and cultural safety as it applies to investigations, regulatory complaints resolution processes is an asset.

SALARY
The annual salary for this position is $93,843 and includes a comprehensive benefit package and pension plan.During the 90-day probationary period, the successful candidate will be required to work from CPSA’s downtown Edmonton Office.
