Job Description:

ICF is seeking an experienced IT Acquisitions/IT Policy Analyst with strong experience and expertise in assessing and reviewing IT acquisition packages for FITARA (Federal Information Technology Reform Act) compliance and managing IT Policy review and comment for its NIH client in Bethesda, MD.

Pre-pandemic, this position required onsite presence at our client location in Bethesda, Maryland. However, currently, there is the option for remote work. The preference is for DMV local candidates as periodic in-office presence may be required.

Key Responsibilities:

This position will support the coordination of IT acquisition and IT policy activities, and general administrative duties, to include, but not be limited to:

• Strategic and operational support for the NIH Federal IT Acquisition Reform Act (FITARA) initiative. Specifically, managing IT acquisition strategies submitted by NIH Institutes and Centers in compliance with FITARA.

• Manages subject group mailbox

• Tracks status of IT acquisition strategy submissions to OCIO for review

• Develops weekly FITARA status reports

• Maintains supporting SharePoint site content for accuracy and relevancy

• Attends meetings with IT policy team and provides meeting support as necessary

• Maintains SOPs and other documentation

• Other duties as assigned

• Strategic and operational support for IT Policy initiatives. Specifically, representing NIH interests and concerns to HHS, ensuring that NIH has input into OMB and HHS policies, guidance, and IT management activities.

• Manages subject group mailbox

• Collects Institutes and Offices responses, and compiles responses in collaboration matrix

• Conducts analysis on responses, if requested

• Attends meetings with IT policy team and provides meeting support as necessary

• Maintains SOPs and other documentation

• Other duties as assigned

Basic Qualifications

• Bachelor’s degree and at least 3 years working in the Information Technology Acquisitions field

• 3+ years of project experience in federal civilian consulting environment

• Ability to obtain and maintain a public trust clearance

Basic Skillset

• Expertise in using all Microsoft Suite Products (including SharePoint Online, Excel, and Power Point)

• 3+ years’ experience using analytical skills

• Proven experience with office operations and meeting support

• Exceptional collaboration and consensus building skills

• A very strong eye and attention to detail to ensure external communications are direct, succinct, and free of grammatical errors

• Ability to work independently, yet maintain close communication and collaboration with federal leaders

• Proven experience in effectively prioritizing workload to meet deadlines and work objectives

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$65,416.00 – $111,207.00
