Join the 2,600+ professionals of Minnesota IT Services (MNIT) who connect Minnesotans to services that will improve their lives. This position will be part of the Cannabis Expungement Board (CEB) team, which delivers a full suite of IT services to the Cannabis Expungement Board.

As an IT Business Analyst, you will perform IT business analysis functions supporting development of IT projects. You will use a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization to document requirements and to recommend solutions that enable projects to be successful and goals to be met. You will also work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. This includes working with development team members to ensure there is a common understanding of business and solution requirements, and by collaborating on the development, testing, deployment, and adoption of solutions. In addition, you will be responsible for communicating and consulting with system user populations concerning system changes and implementation planning for changes releases.

This position is temporary and includes full state fringe benefits; it is anticipated to last up to three (3) years.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

This position requires a minimum of three (3) years of experience in performing IT business analysis functions.

Experience must include:

  • Experience gathering and communicating business needs and functional requirements using one or more of the following: High-level Requirements, Use Cases, Test Cases, User Stories, Business Process Models, Wireframes.

  • Demonstrated ability to organize and prioritize multiple deadlines, work independently, and define problems as they arise.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year .

Preferred Qualifications

  • Ability to present complex information to users in a comprehensive style, translate technical and system information for non-technical stakeholders , and proven ability to collaborate/work effectively as part of a team.

  • Excellent negotiation and facilitation skills sufficient to participate in discussions among system users, representatives from other state agencies and partner agencies, as well as other IT staff on highly complex and sometimes very sensitive issues.

  • Ability to oversee quality functional testing, review test plans, and manage UAT.

  • Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CCBA (Certification of Competency in Business Analysis) exam or currently CCBA certified.

  • Experience working with IT to document technical specifications, and software requirements.

  • Experience/background with system/application configurations, system prototyping, data modeling, software development, and/or application/network architecture.

  • Familiarity with the Criminal Justice and Corrections.
