Summary The National Institutes of Health (NIH) is seeking to hire IT Specialists (PLCYPLN). Responsibilities As an IT Specialist (PLCYPLN) your duties will include, but are not limited to: Defines, reviews, develops, interprets, and issues NIH IT policy, standards, standard operating procedures, and guidance in response to new Federal or HHS requirements. Researches, monitors, analyzes, and tracks new or pending Federal legislation that has a potential impact on current NIH IT activities. Evaluates, monitors, and ensures compliance with laws, regulations, policies, standards, or procedures. Participates in a variety of IT-related projects, studies, assessments, activities, and analyses to effectively manage NIH IT resources and investments. Recommends actions for advocating change to minimize adverse impact on the NIH mission, NIH IT activities, and/or the implementation of new requirements. Assesses IT policy needs, advocates for necessary policy changes, and collaborates with stakeholders to develop policies to govern IT activities and resources. Requirements Conditions of Employment Qualifications In order to qualify for this IT Specialist (PLCYPLN), GS-2210, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess all of the following four competencies: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must meet the following requirements as stated: To qualify for this position at the GS-11 level you must meet the following requirement: You must have completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in one of the areas described above leading to such a degree. OR You must demonstrate in your resume that you have 1 (one) year of specialized experience equivalent to at least the GS-9 level in the Federal service performing IT related tasks such as: analyzing policy for developing IT requirements; conducting assessments to identify IT policy needs; providing customers information on IT policies, regulations, and standards; AND monitoring compliance with IT laws, regulations, policies, standards, or procedures. To qualify for this position at the GS-12 level, you must meet the following requirement: You must have 1 (one) year of specialized experience equivalent to at least the GS-11 level in the Federal service performing IT related tasks such as: assessing the impact of new IT regulations on existing policy; developing written interpretations of IT policies, regulations, and standards; evaluating outcomes produced by IT investments; AND updating IT policies to integrate new laws, statutes, and regulations. To qualify for this position at the GS-13 level, you must meet the following requirement: You must have 1 (one) year of specialized experience equivalent to at least the GS-12 level in the Federal service performing IT related tasks such as: developing recommendations for implementing new IT policies; reviewing reports to ensure IT policy conforms with legislative requirements; establishing timelines for IT policy projects; AND conducting business case analyses for developing IT investment recommendations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
