For more information, please refer to .The Environmental Performance and Information Division of the Environment Directorate (ENV/EPI) is leading the development of internationally harmonised information in support of policies related to the environment and sustainable development. Specifically, the Division carries out work on the Inclusive Forum on Carbon Mitigation Approaches (IFCMA), the International Programme for Action on Climate (IPAC) and broader work on environmental policy instruments (PINE), among others.Job DescriptionENV/EPI is seeking a Junior Economist with understanding and experience of environmental and climate policies, familiarity with GHG emissions data, and strong programming skills to contribute to the Inclusive Forum on Carbon Mitigation Approaches (IFCMA). The selected candidate will work as part of a horizontal team of OECD statisticians, analysts and data scientists, under the supervision of a senior analyst and the general guidance of the EPI Head of Division.Main ResponsibilitiesData collection, processing and management

  • Contribute to the Division’s data collection efforts on environmental and climate policies. Assist in daily management of the relevant databases of policy microdata (e.g. IFCMA, Climate Actions and Policies Measurement Framework (CAPMF), PINE).
  • Contribute to the development and extension of EPI climate policy databases (IFCMA and CAPMF). Contribute to the development, testing and refinement of questionnaires to gather policy data from countries or country experts. Create and automate workflows to maximise synergies between the different policy workstreams.
  • Contribute to the development of a data infrastructure to efficiently store, update, disseminate and validate data with member countries.
  • Liaise with national and international data producers to resolve data anomalies, improve data coverage and quality, and ensure best use and interpretation.
  • Create and maintain documentation (metadata) on the data sources and the methods by which input data have been processed.
  • Identify opportunities for automating workflows, and improving their efficiency, transparency and replicability.

Methodological work and analysis

  • Contribute to methodological work on GHG emissions, climate policies and other relevant environment indicators.
  • Contribute to the drafting of methodological reports, analytical outputs, presentations, and communication items (e.g. social media posts) containing indicators and statistical analyses.
  • Prepare and co-ordinate short, self-contained policy briefs to describe key policy trends in countries, country groups, or sectors.

Communication, dissemination and liaison

  • Improve the presentation and dissemination of environmental indicators by preparing graphs, tables, maps and innovative data visualisations.
  • Liaise with international partners (e.g. Eurostat, UNSD, UNEP, FAO) and academia to co-ordinate the associated data collection and treatment process.
  • Liaise with other OECD Directorates to co-ordinate workflows and communicate results. Contribute to briefing requests and provide communication support to the Division on key messages.
  • Contribute to the organisation of meetings, webinars and workshops.

QualificationsIdeal Candidate ProfileAcademic Background

  • An advanced university degree in economics, statistics, environmental science, or in another related discipline with a strong quantitative component.

Professional Background

  • Relevant experience of at least 2 years in a national administration, research institute or international organisation working on environmental or climate policy data and GHG emissions data such as inventories or air emissions accounts (SEEA).
  • Very good understanding of environmental and climate issues and related policies and the respective classification (e.g. market-based instruments, non-market based instruments).
  • Experience in drafting documents based on quantitative data analysis with a strong attention to detail and the ability to produce effective communication materials targeted to different audiences.
  • Knowledge of statistical methodologies (e.g. SEEA, GHG Inventories, national accounting) would be an advantage.

Technical Skills

  • Good knowledge of state-of-the-art methods for quantitative data analysis. Ability to work independently and to adapt to new statistical and computing techniques.
  • Proficiency in scripting or data analysis languages and statistical software (R, Python, Stata, or similar) as well as knowledge of database management systems (e.g. SQL) and version control tools (e.g. git) would be an advantage.
  • Experience in collecting, processing, updating and disseminating of climate policy data or GHG emissions data. Experience with developing questionnaires related to climate policies or GHG emissions would be an advantage.
  • Experience with data visualisation and creativity in summarising complex datasets to communicate key messages to different audiences (experts and non-experts).
  • Excellent written and oral communication skills.

Languages

  • Fluency in one of the two OECD official languages (English and French). Preferably some knowledge of the other, or commitment to reach a good working level.
