The temporary assignment is located in the Investigation and Inspection Unit, Office of Internal Audit and Oversight (IAO) of the ILO. IAO is responsible for internal audit, inspection, monitoring and evaluation of the adequacy and effectiveness of the Organization’s system of governance, risk management and internal controls. IAO is also responsible for investigation of financial and administrative misconduct and other irregular activities, including SEA and Retaliation. In addition, IAO provides advisory services as and when requested by the Director-General or his designates.
Under the guidance of the supervisor, the main role of the position is to monitor and analyse data in preparation for investigations; to provide support to investigators during the investigation stage by gathering evidence and collecting information; and during the post-investigation stage by drafting summaries, minutes and reports.
The position reports to the Chief of the Investigation and Inspection Unit under the general direction of the Director of IAO.
Specific Duties:
- Monitor the IAO Hotline, receive, triage and provide standard responses to allegations received or escalate as required in accordance with standard procedures.
- Prepare case openings on receipt of allegations, with suggestions for action for consideration by the supervisor and the Director IAO. During the pre-investigation planning phase, monitor and analyse, a variety of data and related documents to identify and investigate any anomalies and suggest next steps. Perform all other preparatory work as required, including taking complainant and witness statements in the preliminary stage of the investigation.
- During the investigation phase, as instructed by the supervisor, accompany the investigator on mission, gather evidence and collect information, take minutes of meetings, draft witness statements and record interviews, using IAO templates. Interview witnesses alone if necessary and subject interviews under the supervision of the investigator when required.
- During the post investigation phase, collate all information and check that all supporting documentation is included and referenced. Under direction and supervision of the lead investigator or supervisor, draft summaries, minutes and investigation reports.
- Progress an allocated caseload under the supervision of the Chief Investigation and Inspection Unit.
- Ensure case records are kept up to date and assist the supervisor with preparation of statistics. Prepare presentations as required.
- Perform other relevant duties as assigned.
Required qualifications:
Education:
- A first level university degree (Bachelor’s or equivalent) in law or closely related fields.
Experience:
- At least three years of relevant professional experience in criminal and/or administrative investigations.
Languages:
- Excellent command of one working language (English, French or Spanish) of the Organization. Working knowledge of another working language would be an advantage.
