Description
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use Program (CHISU) is a five-year USAID-funded cooperative agreement (2020-2025) focused on strengthening health information
systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. The CHISU program strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.
CHISU is looking to hire a competent consultant to support the development and implementation of the Last Mile Device Monitoring (LMDM) module to enhance the tracking, management, and functionality of mobile devices used by Community Health Promoters (CHPs) nationwide. This will involve leveraging the existing Community Health Toolkit (CHT) infrastructure, ensuring seamless integration, and providing real-time data to inform decision-making.
Objectives
- To assess the current CHT architecture and provide a technology approach capable of meeting the aim of this consultancy.
- To implement a portal that will be used for tracking & management of CHPs’ devices and visualizing the data synchronization & device status on a dashboard
- Document lessons on effective device monitoring and management.
Expected Deliverables
1. Develop an integrated device monitoring platform that includes:
a.) Device enrollment: Support the enrollment and allocation of devices to CHPs, ensuring that each device in the hands of the CHP is duly registered.
b.) Device Monitoring Dashboard: A central dashboard that displays near real-time locations, synchronisation status, and metrics of devices usedby CHPs. This includes API endpoints to ingest the data.
C**. Device Management Portal:** Central device reporting and management portal for reporting and auditing use, device registration catalogue on all the registered eCHIS devices deployed, their status and geo-tags and data synchronization status
d. Bidirectional Updates: Develop support mechanisms to push automatic and relevant updates from the eCHIS app to the dashboard and the dashboard to eCHIS app. The team will work with the stakeholders to identify the critical metrices for sharing.
2. Implementation Report: Document the implementation process, including lessons learned and recommendations.
Timeline (26 days between October-December 2024)
● Stakeholder Engagement & Requirement Specification document: 3 days
● Portal Development & Software Requirement Specification document: 15 days
● Testing, Pilot, and User Acceptance Testing document: 5 days
● Training and Support and Implementation report: 3 days
Qualifications

At least a minimum degree in the following disciplines: Information technology, Computer science, mathematics, electrical engineering, etc.

Deep understanding of the CHT architecture and experience in implementing health information systems, including eCHIS, EMRs, or variants of CHT products.

Experience developing national or regional systems mechanisms for promoting quality health data.

Proficiency in mobile device management and monitoring tools.

Strong background in software development and system integration.

Experience working with public health stakeholders and government entities.

Excellent communication and training skills.
