Job Title: Licensing and Accreditation Training Development Officer – VAP’s (NaCTSO) – Counter Terrorism Policing HQSalary: The starting salary is £43,227, which includes allowances totalling £2,841.The salary is broken down as £40,386 basic salary, which will increase annually until you reach the top of the scale £45,615. A safer UK for all.As a Licensing and Accreditation Training Development Officer, you will ensure that all NaCTSO training for Counter Terrorism Security Advisors (CTSA), Counter Terrorism Awareness Advisors (CTAA) and Counter Terrorism (CT) Prepare resources is delivered consistently, throughout the CT network. Your training will also extend to government departments and the private sector where necessary.Crucially, you’ll make sure that the licensing and accreditation of these resources meets the standards of City and Guilds and other external verification agencies. It’s vital work that will support the management of training, licensing and accreditation of all CT Protect and Prepare resources across the UK CT Network.To join us at this level, you must have worked as a CTSA in Protect, or as a CT Prepare professional in Prepare. With this background, you’ll have the CT knowledge needed to write and deliver appropriate training on protective security and preparedness. You’ll also need the experience to assess, or quality assure your training.As this is a national role, you must be prepared for some travel within the UK. In return for this flexibility and your critical expertise, we can offer a competitive salary, a Civil Service pension, excellent career development and a highly rewarding role.Job SummaryThe Licensing and Accreditation Training Development Officers will ensure the consistent delivery of all NaCTSO training of Counter Terrorism Security Advisors (CTSA), Counter Terrorism Awareness Advisors (CTAA) and Counter Terrorism (CT) Prepare resources throughout the CT network. In addition, the role requires the training and accreditation of lead government departments and the private sector where required. These roles will also ensure that the licensing and accreditation of these resources is conducted in accordance with City and Guilds and other external verification agencies. These roles require CT knowledge in either Protect, as a CTSA or in Prepare as a CT Prepare Professional.These roles will support the management of training, licensing and accreditation with the office of the National Coordinator Protect and Prepare (NCPP), regionally based Protect and Prepare Leads, Counter Terrorism Units, Local Resilience Forums and other partner agencies to define and develop a consistent Counter Terrorism Protect and Prepare capability across the UK.Key TasksThe post holder will be required to do the following:

• Supporting the training, licensing and accreditation of all CT Protect and Prepare resources across the CT Network of the UK.
• Supporting the CT protect and prepare training, licensing and accreditation of all relevant Lead Government Departments and private sector bodies where required.
• Ensure all relevant licence submissions (inc CTSA) follow the City and Guilds accreditation standards 9200 and the City and Guilds Centre Manual.
• Assess CT Prepare CPD evidence submissions to ensure they achieve the required standard.
• Support all relevant CT Protect and Prepare personnel in the compilation of CPD and licensing requirements.
• Support the delivery of NaCTSO training products including Protect and Prepare Induction Course, CTSA Foundation Course, Safety & Security in Radiological Sources and Safety & Security in Biological Substances, Maritime, Aviation and Award in Education and Training amongst others.
• Engage with the CTSA, CTAA and CT Prepare network through a series of national and regional meetings.
• Maintain effective communication between NaCTSO and regional resources.
• Support Line management requests as required.

VettingThis post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. • The post holder should have experience in delivering training linked to wider Counter Terrorism type work.
• Understanding and awareness of the National Risk Register.
• Knowledge of national Protect and Prepare products and plans.
• Experience in supporting or managing the submission of CTSA licence applications or CT Prepare CPD evidence.
• Experience in writing and delivering training.
• Experience of assessing and /or quality assurance of evidence submitted for CPD or qualifications.
• Commitment to flexibility, to be able to travel around the UK.
