Within the Correctional Services core business area there are two programs: Community Corrections & correctional facilities. Each of these program areas is broken down into closely related activities that have a specific impact on the program’s target group.Community Corrections has 22 offices across the province, from Yarmouth to Sydney, and is responsible for the supervision of both adults and young persons serving community-based sentences. The sentences include probation, conditional sentence, custody and supervision, conditional supervision and Intensive Rehabilitative Custody and Supervision (IRCS). Probation Officers also supervise those released from custody on conditional releases and prepare presentence investigation reports to assist the Courts in the sentencing process. Evidence-based program facilitation and supports to specialized courts, in areas of domestic violence, mental health and wellness, are also part of the role of a Probation Officer, as well as Restorative Justice casework and collaboration with community justice agencies. Five (5) adult correctional facilities and one (1) Youth Centre provide the safety and security of person in custody, while providing programs that address dynamic criminogenic factors to assist with their successful, reintegration back into the community.Nova Scotia Correctional Services utilizes an evidence-based approach in both Community Corrections and custodial facilities. Core Correctional Practices (CCP) is the foundational practice that drives reintegration and rehabilitation practices deployed within Correctional Services. Utilizing CCP, Correctional Services staff can effectively interact, manage behaviour, and help facilitate change, within target populations. For more information on the Department of Justice Correctional Services please visit our website:About Our OpportunityThe Manager, Education and Program Services provides Correctional Services with leadership, management and operational support for the development, implementation and evaluation of case management practices, cognitive behavioral program delivery and the full range of education programs using the Nova Scotia Public School Program (PSP) curriculum, General Education Development (GED), Nova Scotia Community College (NSCC) courses, Nova Scotia School for Adult Learning (NSSAL), literacy and employment skills for 22 Community Corrections Offices, Nova Scotia Youth Centre (NSYC) and five adult correctional facilities. The Manager also provides leadership, management and operational support for Correctional Services cultural programs and services and assists to ensure policy and practices are aligned with the strategic direction of the division. Within the responsibilities, the incumbent is accountable for human resources, budget forecasting, and budget management. The manager collaborates to plan and implement initiatives that enhance services and provides oversight for integrated service delivery and interdepartmental and community program agency partnerships. Division/Department representation at Federal/Provincial/ Territorial (FPT) forums is also a requirement of the Manager Education and Program Services position.Primary Accountabilities
- Provide leadership and support for Correctional Services Teachers, Education Liaisons and Correctional Programmers
- Staying informed of current and promising practices and initiatives that promote long term behaviour changed of individuals in the justice system
- Recruiting and hiring of Teachers, Education Liaisons and Correctional Programmers
- Facilitating new staff orientation and onboarding processes
- Establishing and maintaining strategic partnerships and Education and Early Childhood Development, Labor Skills & Immigration, Nova Scotia Community College, SchoolsPlus, Regional Centres of education, Community Services, Office of Addictions & Mental Health, and community partners
- Creating collaborative opportunities to promote access and provide enhanced education programs
- Create collaborative opportunities to promote access and provide responsive programs and services that address criminogenic need and support community reintegration
- Ensuring availability of cultural and gender specific programming
- Developing implementation plans for new initiatives
- Maintaining program integrity
- Making recommendations for purchasing of educational and programming resources
- Maintaining program and education statistics.
Qualifications and ExperienceThe Manager Education and Program Services requires a Master of Education, and hold or be eligible for a NS teaching license, and ideally be knowledgeable about best practices in correctional programming.Previous experience providing adult education would be considered an asset.The Government of Nova Scotia has adopted the LEADS Leadership Framework.
