Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Finance Office is hiring a Manager, Fraud and Forensics to support senior executives by managing all the daily activities involved in conducting independent, objective, and constructive investigations into allegations of fraud, corruption or dishonesty, intentional acts, or failures to act, that are carried out with the purpose to deprive Metrolinx, or Metrolinx’ clients, of rights or assets. The Manager, Fraud and Forensics will ensure staff are conducting investigations in adherence to Internal Fraud Investigative protocols and policy, the Internal Audit Charter; and professional industry best practices including the Association of Certified Fraud Examiners (“ACFE”) and the Institute of Internal Auditors (IIA).What will I be doing?

  • Manages the execution of fraud investigative reviews, Third Party investigative coordination and coordinates priorities throughout the organization with other audit manager(s) and across audit teams.
  • Manages the reporting cycle within investigative engagements ensuring fraud investigative reports are comprehensive, detailing the allegations investigated, method of investigation, findings, and recommendations to management.
  • Key support to Senior Manager Fraud and Forensics and the Director, Internal Audit to develop reports for executive management and the Audit Committee of the Board.
  • Provides advice and collaborates with the Senior Manager Fraud and Forensics to maintain a comprehensive Fraud Portfolio strategy and assesse the adequacy of Metrolinx’ fraud risk management, controls, and governance processes.
  • Manages investigations, using an appropriate blend of internal skills and co-sourced expertise and coordinates with the General Counsel’s office following consultation with the Internal Audit Director and Senior Manager Fraud and Forensics.
  • Leads the annual review and adjustment of the Metrolinx Fraud Policy and associated Fraud Policy Awareness training / attestation process and manages the development and execution of a comprehensive fraud awareness communications strategy within Metrolinx.
  • Conducts research to identify, assess and recommend viable, practical solutions to specific financial crime / fraudulent activities and risk exposures.
  • Develops documentation and ensures implementation of fraud risk management practices and procedures for recording, investigating, monitoring of fraud risks.
  • Responsible for the identification of key performance indicators for fraud risk management and performs regular data analytics with associated tracking & reporting.

What Skills and Qualifications Do I Need?

  • Bachelor’s degree/University degree or equivalent experience (e.g., Engineering, Business Administration, Accounting, or a related discipline). Master’s degree or Certificate will be considered an asset.
  • Progressive related experience developing and leading audit and fraud management programs.
  • Experience and skill with preparing analyses, summaries, memos, and reports using computer applications including MS Office (Word, Excel, PowerPoint, Outlook, Access, Visio); experience with audit-related software applications (e.g., ACL and Teammate).
  • Certified Fraud Examiner (“CFE”) designation is required to be completed within 6 months of obtaining the position.
  • Certified Internal Auditor (CIA), and/or Certification in Risk Management Assurance (CRMA), Project Management Professional (PMP) certifications are also an asset.
  • Must become a member of the ACFE and Institute of Internal Auditors.
  • Continuing Education in fraud/forensics, auditing, project management, technology and / or construction is required.
  • Experience with sophisticated data analytics, with fraud prevention and detection, or with risk management
  • Highly versed in fraud management theory, principles and practices
  • Highly versed in corporate controls theory, principles and practices
  • Excellent people skills and ability to communicate / interface effectively with Senior Management Team and external stakeholders (e.g., Government representatives)
  • Ability to engage and influence a wide variety of business units on differing fraud management principles and practices
  • Management and leadership experience to provide strategic leadership and management oversight
  • Excellent problem solving and influencing skills to: establish effective working relationships; negotiate and deal with a variety of contacts both internal and external to the organization; gain cooperation from individuals not under direct authority and comfort working with minimal supervision
